From September 22 to 27 this year, the National Education Supervision and Inspection Team conducted supervision and inspection of counties (cities, districts) (hereinafter collectively referred to as counties) declared by Qinghai Province that the development of compulsory education was basically balanced.

The inspection team found that the problem of large classes in Qinghai still exists. As of the end of 2019, Qinghai Province still has 20 super large classes with more than 66 people, and the task of eliminating all super large classes has not been completed; there are still 887 large classes with more than 56 people, accounting for 4.96 %, the proportion is higher.

  In accordance with the provisions of the Ministry of Education’s "Interim Measures for the Supervision and Evaluation of the Balanced Development of Compulsory Education in Counties" (hereinafter referred to as the "Measures"), the supervision and inspection team will assess the basic standards of compulsory education schools in all counties in Qinghai Province, the balance between compulsory education schools, and the county level The people's government has conducted inspections on four aspects, including the work of promoting the balanced development of compulsory education and the public's satisfaction with the balanced development of compulsory education in the county. The results are as follows:

(1) The basic standards for compulsory education schools

  The "Measures" stipulate that the evaluation and identification of counties with a basically balanced development of compulsory education should be carried out after their compulsory education schools meet the basic standards for running schools in the province (region, city).

All provinces (autonomous regions and municipalities) shall, in accordance with relevant national standards for running schools in compulsory education, formulate provincial standards that not only adapt to the local economic and social development conditions, but also basically conform to national standards.

Qinghai Province has formulated relevant indicators on the basic standards for running schools in accordance with the actual conditions of the province.

The supervision and inspection team checked the relevant indicators of each county.

Verification result: The school basically met the evaluation criteria.

(2) The balance between compulsory education schools

  The "Measures" stipulate that the evaluation of the balance among compulsory education schools shall be based on the average teaching and auxiliary room area per student, the area of ​​sports venues per student, the value of teaching equipment per student, the number of computers per 100 students, and the average books per student. The number of books, the ratio of teachers to students, and the number of students are all higher than the 8 indicators of the number of teachers with academic qualifications, and the number of teachers with intermediate and above professional and technical positions per student. The comprehensive coefficient of difference between elementary and junior high schools is calculated respectively.

The evaluation standard is that the comprehensive difference coefficient of elementary school and junior high school is less than or equal to 0.65 and 0.55 respectively.

Verification result: The comprehensive coefficient of difference between elementary and junior high schools in 45 counties in Qinghai Province has reached the national standard.

The comprehensive coefficient of difference in elementary schools is between 0.139 and 0.591, and the comprehensive coefficient of difference in junior middle schools is between 0.045 and 0.511.

(3) The work of county-level governments to promote the balanced development of compulsory education

  The "Measures" stipulate that the evaluation of the county-level people’s government to promote the balanced development of compulsory education mainly includes 17 indicators in four aspects: admission opportunities, guarantee mechanisms, teaching staff, quality and management. The provincial level can appropriately increase the indicators, and the total is divided into 100 points, the evaluation standard is not less than 85 points.

According to the actual situation, Qinghai Province has added 2 indicators to the implementation measures, a total of 19 indicators, with a total score of 100.

Verification result: The county-level people's government of Qinghai Province has met the requirements of the state in promoting the balanced development of compulsory education.

The scores of the three county governments in promoting the balanced development of compulsory education are between 91 and 94 points.

(4) Survey of public satisfaction

  The "Measures" stipulate that counties that assess and determine that the development of compulsory education are basically balanced, public satisfaction needs to be investigated, and local people's congress representatives, CPPCC members, principals, teachers, parents, students and other different groups should be sought on related issues related to the balanced development of compulsory education. Views.

The results of Qinghai Province’s public satisfaction surveys in all counties are above 85%, which basically meets the requirements.

This time, a special network platform, random interviews and other methods were also used to investigate the above groups of people. The results of the survey were basically in line with the survey in Qinghai Province.

  The supervision and inspection team also learned about the relevant education work in the inspected county and found no major safety liability accidents or major violations of discipline and regulations.

  The three counties declared by Qinghai Province in 2020 have all reached the national standard for the evaluation and recognition of the basic balanced development of compulsory education; this time, the counties recognized by the national supervision and evaluation in the previous period were monitored and spot-checked, and the basic and balanced development of compulsory education in these counties was achieved. Better to consolidate.

Based on the above results, the supervision and inspection team believes that all counties in Qinghai Province have reached the assessment and certification standards set by the state.

The supervision and inspection team will report the results of the supervision and inspection to the Ministry of Education and the Education Supervision Committee of the State Council for approval and publication.

  The main problems in the basic balanced development of compulsory education in Qinghai Province are as follows:

(1) Education funding investment does not fully meet the legal requirements

  1. Zaduo County's fiscal appropriation for compulsory education in 2018 increased by 3.79% over the previous year, while local fiscal regular revenue increased by 4.02% over the previous year.

  It does not comply with the "Compulsory Education Law", "The increase rate of the State Council and local people's governments at all levels for implementing compulsory education should be higher than the increase rate of regular fiscal revenue, so as to ensure a gradual increase in the cost of compulsory education based on the average number of students in school. , To ensure the gradual increase in the salary of faculty and staff and the per capita public expenditure of students”.

  2. In 2019, Minhe County should allocate 9.975 million yuan in public funds for 133 small-scale rural schools, but only 3.602 million yuan was allocated, and 6.373 million yuan was owed.

  It does not comply with the "Guiding Opinions of the General Office of the State Council on Comprehensively Strengthening the Construction of Rural Small-scale Schools and Township Boarding Schools" (Guobanfa [2018] No. 27) "Practically implement the policy of appropriating public funds for rural small-scale schools based on 100 people" Provisions.

  3. Zaduo County’s 2017-2019 urban education fee surcharges were 585,600 yuan, 647,100 yuan, and 703,500 yuan. The actual levies were 480,000, 560,000, and 600,000 yuan, respectively, and the actual disbursements for education were 47 yuan. 10,000 yuan, 550,000 yuan, 590,000 yuan.

Over the past three years, a total of 296,200 surcharges of urban education fees have been owed and a total of 326,200 owed funds for education.

  It does not comply with the "Education Law" that "tax authorities levy education surcharges in full in accordance with the law, and are managed by the education administrative department. They are mainly used to implement compulsory education. The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government may decide to levy them for The local surcharge for education shall be earmarked for special purposes.

(2) The problem of large class size still exists

  As of the end of 2019, Qinghai Province still has 20 super-large classes with more than 66 people, and the task of eliminating all super-large classes has not been completed; there are still 887 large classes with more than 56 people, accounting for 4.96%, which is a relatively high proportion.

  It does not comply with the "Several Opinions of the State Council on Promoting the Integrated Reform and Development of Urban and Rural Compulsory Education in the County" (Guo Fa [2016] No. 40) "Basically eliminate the number of super-large classes with more than 66 students by 2018, and basically eliminate 56 students by 2020 The above “large class size”.

(3) The construction of small-scale rural schools and township boarding schools is insufficient

  At present, Qinghai Province has completed the revision and improvement of the special plan for the layout of rural compulsory education schools, and the counties that have been reported to the provincial people's government for the record account for 8.9%, which has not reached the 100% work target.

There are still 133 small-scale rural schools in Minhe County, the number is too large, and the conditions for running schools are obviously weak; the existing 28 boarding schools have low standards of education, teaching and living facilities.

  It does not comply with the "Guiding Opinions of the General Office of the State Council on Comprehensively Strengthening the Construction of Rural Small-scale Schools and Township Boarding Schools" (Guobanfa [2018] No. 27), "The county-level people's government shall revise and improve the special plan for the layout of rural compulsory education schools, And report to the provincial people’s government in accordance with the procedures for the record" "To coordinate the layout of rural small-scale schools, township boarding schools, and rural primary schools, and to revise and improve the special plan for the layout of rural compulsory education schools." (4) There is still a certain gap between some indicators of the running conditions of a few schools and the provincial standards

  There are 308 schools in the province whose area per student does not meet the provincial standard, accounting for 31%; 66 schools have an average area of ​​sports venues that does not meet the provincial standard, accounting for 6.6%; 61 schools have no book allocation Meet the provincial standards, accounting for 6.1%.

  Inconsistent with the Ministry of Education’s "Interim Measures for the Supervision and Evaluation of the Balanced Development of Compulsory Education in Counties" (Jiaodu [2012] No. 3), "Compulsory education development is basically balanced for the county’s evaluation and identification, and its compulsory education schools should meet the obligations of the province (region, city) Educational schools shall be conducted after the basic standards for running schools”.

(5) There are still shortcomings in the construction of the teaching team

  1. There is a structural shortage of teachers.

The two counties sampled were insufficient in full-time teachers in music, sports, art, information technology, science, and English.

The non-correspondence between the majors taught by in-service teachers and the teaching disciplines are more common, and there is a shortage of teachers for ethics and rule of law in some schools.

  It does not comply with the "Several Opinions of the State Council on Promoting the Integrated Reform and Development of Urban and Rural Compulsory Education in the County" (Guo Fa [2016] No. 40), "According to the professional characteristics and job requirements of teachers, improve the teacher recruitment mechanism, and coordinate the deployment of internal teacher resources , Focusing on solving the problem of structural shortage of teachers in rural areas and insufficient teachers in urban areas".

  2. Insufficient teaching staff.

Zaduo County has 3,828 junior high school students in 2019, and the actual approved teacher establishment is 245, and the ratio of teacher establishment to the number of students is 1:15.6; there are 10,723 elementary school students, and the actual approved teacher establishment is 437. The ratio of the number of teachers to the number of students is 1:24.5.

Compared with the national standard (1:13.5 for junior high school, 1:19 for elementary school), the establishment gap is larger.

  It does not meet the requirements of "1:13.5 for junior high schools and 1:19 for primary schools" in the "Notice of the Central Organization and the Ministry of Education of the Ministry of Finance on Unifying the Staffing Standards for Urban and Rural Elementary and Secondary Schools" (Central Editing Office [2014] No. 72).

  3. Insufficient hours of teacher training.

In Zaduo County, the average annual training for teachers in the county is only about 43 hours.

  It does not comply with the "Thirteenth Five-Year Plan for the Development of National Education", "Implement a five-year full training system for primary and secondary school teachers and principals with a period of no less than 360 hours, and implement a new cycle of full training for teachers and principals".

(6) Weak links in school management

  1. A small number of schools in the investigated counties did not open full courses in accordance with the requirements of the national curriculum plan, and labor class teaching was just a formality.

  It does not comply with the "Notice of the Ministry of Education of the Central Organization and the Ministry of Finance on Unifying the Standards for the Establishment of Urban and Rural Primary and Secondary School Staff" (Central Organization Fa [2014] No. 72). "National Curriculum" and "The Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Strengthening Labor Education in Universities, Primary and Secondary Schools in the New Era" "Requirements for the Curriculum and Content of Labor Education".

  2. Individual schools in the investigated counties have a low rate of group experiments.

  It does not meet the requirements of the Ministry of Education's "Opinions on Strengthening and Improving Experimental Teaching in Primary and Secondary Schools" (Jiaoji [2019] No. 16).

  3. A small number of schools in the investigated counties have weak links in safety management, and security personnel are not equipped as required; fire extinguishers are not equipped, fire hoses are not equipped with water, and fire hoses are not equipped; there are no traffic warning signs, speed bumps, anti-collision devices, Hard isolation facilities; no campus one-key alarm system is installed, posing safety risks.
