12 October 2020 British Prime Minister Boris Johnson, in his speech to the House of Commons, said the number of Covid-19 cases has quadrupled in the past three weeks and there are more people in hospital with Covid than when the country entered in lockdown, March 23.



"A second total national lockdown, with the closure of schools, businesses and the order for the population to stay at home, would be a logical choice but it is not the right way," Johnson explained.



The British premier announced in the House of Commons the three levels of restrictions to "simplify and standardize" the local rules on the coronavirus.



The first level - Medium - "will cover most of the country" and includes most national measures, for example the distancing rule and the 10pm curfew.



The second level - High - will cover the areas where they are down in place. restrictions and will prohibit all contact between members of different families.

"Nottinghamshire, East and West Cheshire and High Peak will go to the high alert level," Johsnon announced.



And the third level - Very High - will apply where transmission is rapidly increasing and the NHS may be under "unbearable pressure".

Here, bars and pubs will be closed and any contact between people from different families will be prohibited.



From Wednesday the Liverpool region will enter level three.

Gyms, recreation centers, betting houses and casinos will close, while bars and pubs will be closed unless they can operate as restaurants. 



"Allowing the virus to rampage would lead to an intolerable death toll," he added.

"We need to act to save lives, and the evidence shows that by changing our behavior, our actions are saving lives," he explained.



Johnson said he understands citizens' "frustration" with the restrictive measures, but if the government does not intervene to stem the infections, the National Health Service (NHS) would risk collapse.

For this, a "balance" of measures has been identified.
