  • 121 “cleaning officers” will be deployed in the 121 districts of the capital.

  • "He will be reachable by phone and by email and will be in contact with a certain number of actors, in particular residents," explains Colombe Brossel, assistant to Anne Hidalgo in charge of the cleanliness of public spaces, sorting and waste reduction.

  • For Florence Berthout, in the opposition, it is about an "additional step" which is not necessary.

The subject of cleanliness in the capital is coming back to the fore.

While the action of the executive is regularly singled out as is the dirt in certain neighborhoods, Colombe Brossel, Anne Hidalgo's assistant in charge of the cleanliness of public spaces, sorting and reduction of waste reveals the first tracks of its return sheet.

“The most urgent thing is to go down a notch by apprehending the cleanliness and maintenance of public space at the neighborhood level.

We are going to designate a person responsible for cleanliness in each of the 121 districts of Paris, ”she explained in an interview with

Le Parisien.

Designation, role, mission… What will be the contours of this unprecedented function of “responsible for cleanliness” by district, wanted by Anne Hidalgo during the campaign?

takes stock.

Who will be this “cleanliness manager”?

“It is a city agent who will be appointed by the town hall.

There are already division managers and obviously the borough mayors, but we want to go further to work at the level of the catchment area.

That is to say on the scale of the district, ”answers

Colombe Brossel.

Each manager will therefore officiate in a district, in the streets.

In total, 121 officials will be deployed in the 121 districts of the capital.

On the calendar side, Colombe Brossel indicates that the town hall is currently working on a deployment for next year.

"Today, we are in the implementation of this campaign proposal, on which we are moving forward in a more concrete way," notes the deputy.

What will its mission be?

The stated objective of the town hall is "to win a certain number of victories in the public space," says Colombe Brossel.

This manager will thus have the task of spotting and detecting dysfunctions and receiving and coordinating reports.

Colombe Brossel wants for example: trash cans returned late, poorly maintained sites, tags or even wild posting.

"He will be reachable by phone and by email and will be in contact with a certain number of actors such as local residents, on whom we need to rely, but also property managers, traders, district mayors".

In addition, the mayor of Paris wants it to also come in addition to the application Dans Ma Rue on which Parisians already regularly report problems related to cleanliness.

What is the difference with the “street manager” wanted by Benjamin Griveaux at the time of the campaign?

"It is the same measure, the same idea which was proposed by Benjamin Griveaux and carried by Agnès Buzyn", reacts Pierre-Yves Bournazel of the group Indépendants et Progressistes (pro-LREM) to the Council of Paris.

During the campaign, Benjamin Griveaux (LREM) had indeed proposed to create the profession of “street manager” to improve the cleanliness of the streets and help to solve the problems of the public space.

He had been particularly laughed at for his proposal.

A month later, the mayor of Paris, then in the countryside, had promised the appointment of a “citizen kiosk agent” and a “cleanliness manager” per district.

What are the differences between the proposals?

Anne Hidalgo had taken care to rule out the notion of "small neighborhood leader" in her proposal for that of "privileged interlocutor".

"We will appoint a cleanliness manager in each district who will set, in consultation with the district town hall and the inhabitants, a specific action plan for each street", she added.

What are we saying from the opposition side?

The mayor of the 5th arrondissement, Florence Berthout, who now sits with the LREM group on the Paris Council and who during the previous term - when she was elected LR - chaired the information and assessment mission on cleanliness, deplores the creation of this “additional level”.

“We must stop making announcements with no effect.

We don't need yet another manager.

Cleanliness is something very pragmatic, ”she says.

While the mayor of Paris had, during the campaign, promised to give more power to the mayors of the arrondissement on the issue of cleanliness, Florence Berthout expects more announcements in this direction.

“There, it's just the opposite,” she criticizes.

"I do not need a district manager, or millions of euros, but with two additional washers, the recruitment of eight agents and two-three Glutton, I have a clean district", assures- she.

"I hope that this term of office can succeed in terms of cleanliness", indicates for his part Pierre-Yves Bournazel.

“We are at the start of a term of office, I will not criticize the actions.

This is yet another plan, but if we could make our streets cleaner in the coming years, that would be a considerable advantage ", adds the one for whom the priority is" to clean, prevent, educate and sanction and this, as close as possible to the field. ".
