The National Mine Safety Supervision Bureau's "Three-Determined Plan" managed by the Ministry of Emergency Management announced

  The National Mine Safety Supervision Bureau's "Three-Determination Plan", managed by the Ministry of Emergency Management, has been announced recently. The agency is a vice-ministerial national bureau, and 27 mine safety supervision bureaus have been established locally.

  On October 9th, the China Organization Organization Network published the "Regulations on the Function Configuration, Internal Organizations and Staffing of the National Mine Safety Supervision Bureau" (hereinafter referred to as the "Regulations").

  According to the "Regulations", the National Mine Safety Supervision Bureau is responsible for implementing the Party Central Committee’s guidelines, policies, and decision-making arrangements for mine safety supervision and supervision, and insisting and strengthening the party’s centralized and unified leadership over mine safety supervision and supervision in the process of performing its duties. Responsibilities include:

  (1) Formulate policies, plans, and standards for mine safety production (including geological prospecting, the same below), draft relevant laws and regulations, draft departmental rules, and supervise their implementation.

  (2) Responsible for the national mine safety supervision work.

Supervise and inspect mine safety supervision work of local governments.

Organize the implementation of mining safety production spot checks, take on-site disposal measures for major hidden dangers discovered, put forward opinions and suggestions on improving and strengthening mine safety supervision work to local governments, and urge the rectification and review of major hidden dangers.

  (3) Guiding mine safety supervision work.

Formulate and supervise the implementation of policies and measures such as mine safety access, supervision and law enforcement, risk classification management and control, and accident investigation and management, and guide local mine safety supervision and management departments to formulate and improve law enforcement plans, and improve local mine safety supervision and law enforcement capabilities.

Supervise and inspect the implementation of safety production laws and regulations by coal mining enterprises in accordance with the law, supervise and enforce the safety production conditions and equipment and facilities safety of coal mining enterprises, impose administrative penalties on violations of laws and regulations discovered, supervise the implementation of rectification, and assume corresponding responsibilities.

  (4) Responsible for coordinating the construction of the mine safety production supervision and law enforcement guarantee system, formulating the supervision and supervision capacity building plan, improving the technical support system, and promoting the institutionalization, standardization and informatization of supervision and law enforcement.

  (5) Participate in the preparation of emergency plans for safe production in mines, guide and organize and coordinate emergency rescue work for coal mine accidents, and participate in emergency rescue work for non-coal mine accidents.

Organize or participate in the investigation and handling of coal mine production safety accidents and particularly serious non-coal mine production safety accidents in accordance with the law, and supervise the implementation of accident investigation and handling.

Responsible for statistical analysis and release of mine safety production information and accidents.

  (6) Responsible for the publicity and education of mine safety production, and organize the research and promotion and application of mine safety science and technology.

To guide the basic work of safety production in mining enterprises, and to guide and supervise the verification of coal mine production capacity in conjunction with relevant departments.

Put forward audit opinions on coal mine safety technology transformation and comprehensive gas treatment and utilization projects.

  (7) To complete other tasks assigned by the Party Central Committee and the State Council.

  (8) Function transformation.

The National Mine Safety Supervision Bureau shall further improve the mine safety supervision and supervision system of "national supervision, local supervision, and enterprise responsibility".

Focus on the prevention and containment of major mine production safety accidents, adhere to the policy of safety first, prevention first, and comprehensive management, strengthen supervision and inspection of local governments’ implementation of mine safety territorial supervision responsibilities, and strict hierarchical governance, industry governance, and government governance. The safety production governance system that combines social governance focuses on preventing and dissolving regional and systematic mine safety risks.

Promote local mine safety supervision and management departments to strengthen supervision and law enforcement, strictly investigate and punish violations of laws and regulations in accordance with the law, urge enterprises to implement the main responsibilities of safe production, and promote enterprises to establish a sound self-discipline and continuous improvement endogenous mechanism.

Strengthen the construction of mine safety supervision capacity, establish and improve the qualification management system of supervision and law enforcement personnel, strengthen education and training, promote safety technology innovation, improve the level of information construction and application, and further improve the ability and quality of law enforcement teams.

Hand over issues such as coal mine safety production license, construction project safety facility design review and completion acceptance verification, inspection and testing agency certification, and relevant personnel training to local governments.

  (9) Relevant division of responsibilities.

  The National Mine Safety Supervision Bureau (deputy department level) includes: Comprehensive Department, Policy Regulations and Technology Equipment Department, Coal Mine Safety Supervision Department, Non-Coal Mine Safety Supervision Department, Accident Investigation and Statistics Department, Safety Fundamental Department and Party Committee (Personnel Department).

  The "Regulations" also specify that the National Mine Safety Supervision Bureau has an administrative staff of 100.

There are 1 director, 4 deputy directors, 22 directors and deputy directors (including 1 safety director and 1 full-time deputy secretary of the party committee of the agency), and 6 national mine safety inspection commissioners (including 1 director at the department level).

  There are 27 local mine safety supervision bureaus with 2,523 administrative staff, which are under the leadership and management of the National Mine Safety Supervision Bureau. The specific institutional settings, responsibilities and staffing matters will be separately stipulated.

  In addition, according to the "Notice of the General Office of the State Council of the CPC Central Committee on Adjusting the Responsibilities and Organizations of the Emergency Management Department" published on October 9, the Emergency Management Department's non-coal mine (including geological prospecting) safety supervision duties and the corresponding 16 administrative staff , 4 directorships at the department and bureau level (including 1 director-general safety production inspector) are assigned to the National Mine Safety Supervision Bureau.
