President of Kyrgyzstan Sooronbai Jeenbekov announced the introduction of a state of emergency in Bishkek from 20:00 (17:00 Moscow time) on October 9 to 08:00 (05:00 Moscow time) on October 21.

RIA Novosti reported about it with reference to the press service of the country's leader.

According to the decree, Deputy Interior Minister Almazbek Orozaliev was appointed commandant of Bishkek.

It also announced the intention to introduce a curfew in the capital. 

In addition, the General Staff of the Armed Forces of Kyrgyzstan should send troops to the city to suppress armed clashes and protect law and order.

As noted in the press service, Jeenbekov made such a decision due to the current situation "associated with violence and a threat to the life and health of people resulting from the riots."

Protest actions were held in Bishkek on October 9.

In particular, clashes broke out in the city center during an opposition rally.

Ex-President Almazbek Atambayev said that during the riots, unknown persons fired at his car.

“These are not rubber bullets, these are combat bullets,” he said, pointing to holes in his armored car.

Before that, speaking to his supporters, Atambayev called the events in the country "the third revolution".

“During, however sad it may be to say, a very young guy died during the third revolution.

In addition, during a rally on the Ala-Too square in Bishkek, according to the deputy from the Ata-Miken party, Elvira Surabaldieva, the candidate for deputy prime minister Tilek Togtogaziev was wounded, he is unconscious in the hospital.

Let us remind you that the situation in Kyrgyzstan worsened after the parliamentary elections held in the country on October 4.

According to preliminary results, four parties were able to overcome the 7% barrier.

The pro-government "Unity" and "Native Kyrgyzstan" gained 24.52% and 23.89%, respectively.

The two centrist parties “Kyrgyzstan” and “United Kyrgyzstan” were able to receive 8.73% and 7.11% of the votes.

On October 5, protests of those dissatisfied with the election results began in the capital.

Demonstrators began to storm the White House, which houses the presidential administration and parliament.

As a result, the protesters managed to seize the building, ramming its gates with a truck.

The protesters also threw stones at law enforcement officers, who used flash grenades and water cannons to disperse the crowd. 

In addition, the protesters secured the release of ex-President Almazbek Atambayev and a number of officials from the pre-trial detention center.

Later, the Central Election Commission of the republic annulled the voting results.

This information was confirmed by the head of the CEC Gulnara Dzhurabaeva.

On Friday, the CEC reported that they would schedule a repeat parliamentary election by November 6.

“Repeated elections within one month are appointed by the Central Election Commission and held by the respective election commissions.

Thus, by November 6, 2020, the Central Election Commission will make a decision on the appointment of repeated elections of deputies of the Jogorku Kenesh of the Kyrgyz Republic, ”the message says.

Against the backdrop of massive protests, Parliament Speaker Dastan Dzhumabekov and Prime Minister Kubatbek Boronov resigned.

At the same time, the parliament nominated former deputy Sadyr Japarov for the post of head of government.

On October 6, the parliament approved his candidacy at an emergency meeting.

Meanwhile, four opposition parties of Kyrgyzstan "Respublika", "Ata-Meken", "Bir Bol" and "Reform" signed a memorandum on the nomination of Omurbek Babanov for the post of prime minister of the republic.

Tilek Toktogaziev, a member of the Ata-Meken party, spoke about this.

“It was decided to nominate from our parties a single candidate for Omurbek Babanov for the post of Prime Minister of the country and Tilek Toktogaziev for the post of First Deputy Prime Minister,” he quoted an extract from the memorandum, RIA Novosti reports.

Toktogaziev stated that Sadyr Japarov's candidacy is illegal.

In turn, Sooronbai Jeenbekov signed a decree on the resignation of Prime Minister Kubatbek Boronov.

"In accordance with the decree, the persons who held the positions of the Prime Minister, First Deputy Prime Minister, Deputy Prime Ministers, and members of the government will continue to perform the duties of members of the government of the Kyrgyz Republic in accordance with the previously held positions until the formation of a new government," the message says.

In the morning of October 9, the Ministry of Health of Kyrgyzstan reported that the number of victims of the riots increased to 1,218, one person died.

“The victims continue to seek medical help, today it is 1 218 people,” the TASS agency reports.

They clarified that 228 people were hospitalized.

The press secretary of the Russian President Dmitry Peskov, commenting on the situation in Kyrgyzstan, noted that "there are clearly pronounced elements of chaos" in the country, and also added that Moscow is interested in an early stabilization of the situation.

“Of course, the Russian side will continue to maintain contacts, trying to feel the ground under its feet.

We are interested and we wish our colleagues in Kyrgyzstan to stabilize the situation as soon as possible, ”said Peskov.
