The largest increase per million inhabitants has been in the Czech Republic in the last two weeks - where 3,755 people per million have been infected.
Spain is in second place with 3,047 infections per million during the same period.
In the Netherlands, there are just over 2,900 new infections per million inhabitants.
At the same time, they are reluctant to introduce total shutdowns, according to SVT's European correspondent David Boati.
