He added that the committee worked on setting procedural and substantive rules, based on the general rules established by the judiciary, and prepared a legal study entitled: “General provisions for discipline”, with the aim of identifying the most important established rules of jurisprudence and the judiciary, so that the disciplinary accountability system for the military in Dubai is formulated, according to objective bases It guarantees impartiality, integrity and justice, stressing that the system guarantees the unification of the procedural and objective rules for disciplinary accountability, at the level of the military departments, and the reduction of discrepancies in decisions and disciplinary procedures followed towards military personnel.

Al-Shehhi explained that the disciplinary accountability system includes (178) articles distributed in three chapters: The first chapter deals with the general rules of disciplinary responsibility and its measurement with criminal liability due to the convergence of the two systems, while the second chapter deals with the legalization of violations according to the data of the reality of the situation, with the determination of the appropriate disciplinary penalties for each violation, with Granting the disciplinary councils flexibility to tighten and reduce them, but with objective controls and criteria, to ensure that they are not arbitrary.
