He said this during a speech at the 95th session of the Executive Council of the organization.

"Despite all the dubious appeals to us to conduct a national investigation, cooperate with the OPCW, etc., we declare that Russia owes nothing to anyone ... We have nothing to justify to them, and we are not going to do this," quoted by TASS.

Shulgin stressed that Russia fully complies with all its obligations under the Chemical Weapons Convention (CWC), and the statements of Germany and other countries with accusations against Moscow are categorical and unsubstantiated.

"In a number of capitals, first of all in Berlin, they are trying to present the case as if Alexei Navalny was poisoned with a toxic substance that can be classified as the latest super-class chemical weapon," the Russian permanent representative said.

At the same time, he recalled that Russia completely and ahead of schedule destroyed all stocks of chemical weapons and the corresponding technological equipment, and also promotes the implementation of the verification regime at chemical facilities.

Earlier, the OPCW said that its experts confirmed the presence of toxic substances in the samples of urine and blood of Navalny.

According to the report, a substance was found in his body, similar in characteristics to Novichok, but not on the list of prohibited chemicals.

The Russian Foreign Ministry noted that the story with Navalny was continued according to a pre-planned conspiracy scenario.
