His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, in his capacity as Ruler of the Emirate of Dubai, issued Decree No. (29) of 2020 forming the Supreme Committee for the Development of the Governmental Sector in the Emirate of Dubai, headed by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, The Deputy Ruler of Dubai, His Highness Sheikh Ahmed bin Saeed Al Maktoum, Vice President, and the membership of each of the Secretary General of the Executive Council, the Director General of the Finance Department, the Director General of the Human Resources Department of the Government of Dubai, and the Secretary General of the Supreme Committee for Legislation in the Emirate of Dubai.

This step comes to achieve a set of strategic goals set by the decree, the most important of which are: Focusing on the central and principal role of the Dubai government and government agencies, the governance of the government apparatus in the emirate of Dubai, adopting the strategic sectors structure that reflects the frameworks of good governance and enhancing its effectiveness and efficiency, as well as developing the government apparatus of the emirate, and increasing Its efficiency and effectiveness, making it more lean, limiting and defining the main tasks and functions of government agencies and enhancing coordination between them, with the aim of increasing their efficiency and raising the quality of their services, in addition to enhancing the efficiency of using government resources and achieving government rationalization, in pursuit of the Dubai government's vision of making it a participatory, agile, effective, and responsible government It is transparent, innovative, results-oriented and performance-focused, individual and community centered.

The decree stipulates that the Supreme Committee for the Development of the Governmental Sector in the Emirate of Dubai shall carry out a number of tasks and powers, including: Adopting the vision and strategic objectives of the government sector development project, under the general supervision of the Chairman of the Executive Council of the Emirate of Dubai, and ensuring that the project proceeds in accordance with the established plans and in line With government priorities and directions, and achieve the goals approved for it in this regard, and the adoption of the comprehensive plan for the project in accordance with the stages of implementation specified for it, including the approval of the outputs of each stage and its timetables, the tasks and roles of the sub-committees and work teams formed by them, the budgets decided for the implementation of the project, as well as the outputs And recommendations submitted to it in this regard.

The Supreme Committee is also responsible for following up the project's completion, monitoring the stages of progress, issuing the necessary directions regarding the obstacles and difficulties that may face its completion in all its stages, reviewing and evaluating the project's outputs in each of its approved stages, and submitting the final outputs to His Highness the Ruler of Dubai, or whoever delegates him for approval. And to ensure the availability of financial and human resources, data and information necessary to implement the project in accordance with the approved priorities, and the formation of committees and work teams, in accordance with decisions issued by the Chairman of the Supreme Committee for the Development of the Governmental Sector, according to which he defines its tasks, powers, working mechanism, and any other issues related to it, as well as seeking the assistance of whomever it deems appropriate from Those with experience and competence, without having a counted vote in its deliberations, and to submit periodic reports and results achieved from the project to the Chairman of the Executive Council of the Emirate of Dubai.

The decree also included defining the tasks of the General Secretariat of the Executive Council of the Emirate of Dubai, the tasks of the Finance Department and the Human Resources Department, as well as the tasks of the Supreme Legislation Committee in order to achieve the goals set within the framework of the government sector development project in the emirate.

Full cooperation with the Supreme Committee

The decree stipulates that for the purposes of enabling the Higher Committee for the Development of the Governmental Sector to achieve the goals for which it was formed, and to carry out the tasks entrusted to it under this decree and the decisions issued pursuant to it, all government agencies shall fully cooperate with the Supreme Committee for the Development of the Governmental Sector, the subcommittees and their working teams, and provide Data, information, statistics and documents that you request, which it deems necessary for the implementation of the project, and give these requests the highest priority.

The head of the Supreme Committee for the Development of the Governmental Sector in the Emirate of Dubai issues the decisions necessary to implement the provisions of this decree, and any text in any other legislation shall be canceled to the extent that it contradicts the provisions of the decree, and it shall be enforced from the date of its issuance and published in the Official Gazette.
