02 October 2020Thanks to the Recovery Fund, the South can become "a relaunch outpost so that Italy returns to being a great power".

Giuseppe Conte assures this, opening the traditional appointment of the Fiera del Levante with virtually in his pocket, causing a pandemic that continues to worry, as many as 209 billion in European funds.

It does so in the aftermath of the entry into force of the measures introducing advantageous taxation for the South, with 30% relief for businesses: "It will be ten years", he assures.



On the Recovery Fund, he admits, the brakes of some European countries have to be overcome, as well as the Italian difficulties in spending resources: "If we fail we go home", he repeats.

But he explains that he is studying an ad hoc measure to create "a preferential channel" for the realization of the works of the Italian Recovery Plan, which guarantees that they go through, in "certain times".

And he also returns to talk about the Mes, to say that before deciding whether to access the funds, it is necessary to "focus on the health plan and its priorities". 



Then he talks about the Covid pandemic.

Conte explains that Italy is in better shape than others but attention must be kept "high" because "we cannot afford" to climb the curve.

He announces that the EU - "our country is at the forefront" - is financing seven pharmaceutical groups in order to have "immediately 200 or 300 million doses of vaccines", to be distributed also to disadvantaged countries. 



On the economic level, the premier emphasizes, the government continues to "ground" the measures adopted during the emergency.

"By the hour - he announces - I will sign the decree to identify the construction sites covered by the simplification decree, appointing commissioners in charge of speeding up the times".

The implementing decree of the relaunch rules will also soon arrive "to support capitalization difficulties of large companies, even with bonds".

Interlocution with the EU is also proceeding to get the green light to make the decontribution for companies in the South, in force since October 1st, "lasting", with a ten-year horizon and a progressivity that will gradually lead to a decline. 



But now the European resources in the government, explains Conte, allow us to try to transform the crisis into an opportunity. 



The premier speaks of school, digital, a single network for broadcasters, as well as high-speed and infrastructural works "to connect the South to Europe".

Return to the issue of tax reform, with the transition to electronic payment systems to break down black and thus free up resources to lower taxes.

"I can guarantee that our projects will not remain 'titles", concludes the premier.
