The order emphasizes that there are currently in Spain "11 municipalities with more than 100,000 inhabitants, which include 4,988,601 inhabitants, with incidence rates higher than 500 cases per 100,000 inhabitants" and that the average rate of these municipalities is 892 cases per 100,000 in the 14 days assessed, "more than three times the national incidence", although the situation in these territories is not homogeneous in terms of diagnostic and care capacity.
This situation, he warns, entails a significant impact on "both primary care and hospital care systems", which already have 18% bed occupancy in intensive care units nationwide, with five autonomous communities already exceeding 25% and one above 40%.
In this context, the Ministry warns that "it is necessary to coordinate at a general level control measures that guarantee sufficient homogeneity to face extreme situations."
