Salaries of military personnel and judges

From October 1, 2020, salaries will increase for some categories of state employees.

So, the salaries of servicemen and employees of power structures will increase by 3%.

"To increase from October 1, 2020 by 1.03 times: the size of salaries for military positions and salaries for military ranks of military personnel undergoing military service under a contract," the document, published on June 30, says.

Along with this, the size of official salaries and salaries for special ranks of persons who serve in the troops of the National Guard of Russia and have special police ranks will grow.

In addition, it is provided for employees of the Federal Penitentiary Service, the Ministry of Internal Affairs, firefighters, customs officers and the commanding staff of courier communications.

Among other things, from October 1, the salaries of judges of the Constitutional Court of the Russian Federation, the Supreme Court of Russia, federal courts of general jurisdiction, federal arbitration courts, as well as justices of the peace of the constituent entities of Russia will grow in a similar amount.

Blocking copyright infringing apps

From October 1, 2020, the law on blocking Internet applications that violate copyright will come into force.

The document states that on the basis of a court order that has entered into force, Roskomnadzor is taking measures to restrict access to illegal content in mobile applications.

The owner of the information resource is sent a notice of violation of copyright and related rights.

Within one working day, the resource informs the owner of the application, who will also fulfill the instructions within one working day.

In case of refusal, the resource must block the application no later than three days after receiving a notification from Roskomnadzor.

The responsibility for blocking rests with the owners of the applications themselves.

In case of their refusal - to telecom operators and to application aggregators.

The amount of compensation for deposits

On October 1, the law on expanding the deposit insurance system and reducing bank premiums comes into force.

According to the law, the Deposit Insurance Agency may be able to reduce the rates of banks' insurance premiums to the Mandatory Deposit Insurance Fund for the quarter preceding the decision.

In case of a positive decision to reduce the rate for the previous period, the amount of insurance premiums for the current period will decrease by the amount of overpaid premiums. 

Also, according to the innovation, the depositor will be able to receive insurance compensation in an increased amount (100% of the amount to be insured, but not more than 10 million rubles in total) in case of special circumstances - the sale of residential premises or land on which a residential, garden house or parts thereof is located , other buildings, inheritance, compensation for damage caused to life, health or personal property, receiving social benefits, benefits, executing a court decision, receiving grants in the form of subsidies.

In addition, the law extends insurance coverage to the funds of non-profit organizations with a social orientation and other socially useful organizations (with the exception of non-profit organizations performing the functions of a foreign agent), as well as to consumer cooperatives (with the exception of those that, in accordance with the law on the Central Bank of the Russian Federation, are recognized non-bank financial institutions).

Changing the procedure for paying pensions to the card

From October 1, pensions and a number of social benefits will be transferred only to the cards of the MIR payment system.

To receive such payments, Russians who use cards of other payment systems for these purposes will need to transfer payments to MIR cards.

After replacing the card, you need to inform the FIU of the new account details. 

The changes will not affect those pensioners to whom payments are credited to the deposit account or delivered in cash to the post office or home, as well as to pensioners permanently residing outside of Russia.

Changes in payments to the unemployed

From October 1, individual entrepreneurs who ceased their activities after March 1 of this year will no longer receive unemployment benefits.

It was assigned to them in the amount of 12 130 rubles for three months.

They will no longer extend payments to Russians who have lost the right to receive benefits after March 1.

Marking of goods

Also, from October 1, the list of categories of goods subject to mandatory labeling is expanding.

In particular, a ban on the production and import of unmarked perfumery products, cameras and flashlights comes into force.

Tax credits

From October 1, the provisions that overpayment of tax are allowed to be set off only against the same type of tax: federal, regional or local are no longer valid. 

From now on, it will be possible to set off overpayments of taxes, penalties and fines against any other taxes.

Payments to families with children

From October 2, the need to apply for payments for the first or second child under three years old is renewed, which are provided if the size of the family's average per capita income does not exceed two living wages.

From April 1 to October 1, the extension was automatic.

“The task of the state is to support families with children, to help them.

The adoption of the law on such payments has significantly expanded the number of recipients of state support, ”said State Duma Speaker Vyacheslav Volodin.

From October 5, the legislation appears to define the box for collecting donations, as well as the rules for its use.

Now a non-profit organization is obliged to indicate information about itself (name, address, website), as well as to announce the purpose of collecting donations by placing this information on the box.

At the same time, the NPO will have to report on the use of the collected donations, including on the organization's website.

Credit and financial regulation

From October 12, the Bank of Russia will be able to restrict the work of a microfinance organization in case of non-compliance with the instructions of the regulator and obstructing the inspection of its activities.

At the same time, an MFI, upon receiving an order from the Central Bank to restrict its activities, is obliged to post the relevant information in customer service points and on the official website.

Control over pawnshops

From October 12, any organization to call itself a pawnshop must be included in a special state register.

In addition, the restriction begins to apply, according to which the loan amount must not exceed the estimated value of the pledged thing.

At the same time, in order to sell an unclaimed item worth more than 300 thousand rubles, a pawnshop will be obliged to organize an open auction.

Change in OSAGO

From October 19, Russian motorists are expecting another change in the field of compulsory motor third party liability insurance.

Now, it will be possible to conclude an electronic OSAGO agreement using a financial platform that will allow you to compare conditions in different companies.

Hookah ban

From October 30, smoking of tobacco, consumption of nicotine-containing products or the use of hookahs in premises intended for the provision of public catering services (cafes, restaurants, etc.) is prohibited.

In addition, wholesale and retail trade in nasay, snus and food nicotine-containing products is prohibited.
