Huo Chuanlin pointed out that, no matter the battle for the comprehensive management of the Bohai Sea or the marine ecological environmental protection work, responding to marine environmental emergencies and preventing risks are important components.

Huo Chuanlin said that marine development and utilization and marine transportation are relatively less affected by the epidemic, and they still maintain a relatively frequent activity. Environmental emergencies such as marine oil spills and leakage of hazardous chemicals occur from time to time, and the marine environment risk pressure has not been significantly reduced.

  Huo Chuanlin said that marine environmental risk prevention and land environmental risk prevention have different characteristics: First, it is more difficult to control the scope of pollution.

Unlike land accidents, in marine oil spills and hazardous chemical leakage incidents, pollutants enter the sea directly and immediately spread with the ocean currents, leaving no buffer room, and the mobilization of marine emergency equipment and personnel is more complicated, and measures are taken to control pollution The scope is difficult.

  The second is higher professional requirements for marine pollution disposal.

Offshore oil and gas exploration and emergency response are highly professional. The identification, discovery, pollution control and treatment of accident pollution sources all require very professional personnel and technical equipment.

  Huo Chuanlin pointed out that the ecological environment department has always attached great importance to the prevention of environmental risks, always taking environmental risks as the bottom line, insisting that there is no small matter in environmental emergency, if there is nothing to do, prepare for something, and treat big and small things as big things.

In accordance with the requirements of the battle for pollution control, we will further strengthen the management and control of marine environmental risks, strictly review the risks of oil spills in offshore oil exploration and development, and urge relevant companies to carry out special inspections on offshore oil platforms, oil and gas pipelines, and land terminals.

At the same time, for marine ship collision accidents, timely environmental emergency response was initiated and emergency monitoring was done.

  Huo Chuanlin made it clear that in contrast to the characteristics of marine environmental emergencies and the needs of response work, the ecological environment department currently has some shortcomings and weaknesses in risk identification, prevention, monitoring, and disposal.

In the next step, the ecological environment department will focus on promoting emergency response in the following aspects to achieve early detection and early disposal:

Sort out the emergency procedures for marine environmental emergencies, improve emergency plans, promote the establishment of a government-led and enterprise-participated mechanism, and fully mobilize social forces to participate in risk prevention work;

Strengthen its own capacity building, actively supplement personnel and technical equipment, effectively integrate corporate and social emergency resources, effectively improve monitoring, prediction, and handling capabilities, accurately support professional emergency needs, and further enhance emergency response capabilities;

Move the gate forward, pay attention to risk prevention, increase special law enforcement inspections, urge coastal areas and relevant enterprises to conduct in-depth marine environmental risk assessments, and carry out regular emergency drills;

Further strengthen information reporting and emergency duty. According to the "Measures for Information Reporting of Emergent Environmental Incidents" formulated by the Ministry, for major and major accidents, the prefectural and municipal ecological environment departments shall submit the information to the provincial ecological and environmental authorities within two hours after receiving the information. The competent department of ecological environment shall submit it to the department of ecological environment within one hour after receiving the information.
