To reward officials who have stayed at least five years in Seine-Saint-Denis, the “loyalty” bonus, announced 11 months ago, will be paid from October 1, Matignon announced this Thursday on the eve of a trip by Jean Castex to the department.

"The Prime Minister will present on Friday the decree on the loyalty bonus, which will be operational on October 1," said Matignon.

People already in place will be able to benefit from it

This envelope, amounted to 15 million euros per year, is intended for staff of the State civil service (police, justice, national education, etc.) remaining in the 93, who "cannot make its civil servants sustainable", argue the services of the Prime Minister.

A third of the magistrates are renewed each year and more than 60% of the teachers exercise their first position in Seine-Saint-Denis, because they are sent to the department to fill the departures.

With this device, an agent who joined an administration in Seine-Saint-Denis on January 1, 2021 will be able to receive 10,000 euros on January 1, 2026.

“But the system is also designed so that people already in place can benefit from it”, according to a certain pro rata, we assure Matignon.

For example, an agent who has already spent four years in Seine-Saint-Denis on January 1, 2021 can claim a bonus of 2,000 euros on January 1, 2022. This bonus was promised by Jean Castex's predecessor, Edouard Philippe.

On October 31, 2019, he unveiled a battery of 23 aid measures for this department, which has a large spectrum of difficulties.

For example, the poverty rate is 28.6%, double the national average.

"An act 2" of this emergency plan in preparation

Friday morning, Jean Castex will therefore go "on the ground to check that the commitments are well realized".

He will first go to a police station in Saint-Ouen, located in the Republican reconquest zone, to highlight the arrival of 50 new police officers in the department (25 in Saint-Ouen, 25 in La Courneuve).

Of the 100 judicial police officers announced almost a year ago, half will arrive in the coming days and the other in 2021, we told Matignon.

Jean Castex will then go to the Bobigny court to see the progress of the extension work, which should be completed at the end of 2025. Thirty-five clerk positions and 12 magistrates have been created there.

Finally, Jean Castex will bring together elected officials and local actors in the fertile city of Pantin, to discuss the implementation of measures on health or education.

And he will express his willingness to "work on an act 2" of this emergency plan "the axes of which must still be defined", reports Matignon.
