Maas added that Russia "should speak out" for the start of a dialogue at the OSCE level in Belarus.
He also said that the FRG “constantly called upon” the Belarusian leader Alyaksandr Lukashenka “to enter into a dialogue with those on the street”.
Earlier, Maas said that the European Union will tighten sanctions against Minsk if Lukashenka does not respond to EU demands.
