Received by "Community Development in Dubai" via the "Hotline"

23 reports of "abuse" to people of determination within two months

During the past two months, the Community Development Authority in Dubai received 23 reports of abuse against people of determination through the "hotline" system that it launched last July.

The director of the People of Determination Department, Maryam Al Hammadi, told "Emirates Today" that the "hotline" encouraged many people to communicate with the authority, as it is a direct channel and is dedicated to cases related to them only.

She added that the reports revealed violations committed against cases for years, noting that "the commission was able to verify and decide on them, and put an end to the suffering of their owners."

Al-Hammadi stated that the reported cases focused on two types of disability, namely mental and mental illness (classified under disabilities), noting that cases of intellectual disability belong to different age groups, while psychological cases belong to the age group of 18-30 years.

The "hotline" allows communication with the authority and recording any observations or reports related to the protection of people of determination. It also provides a direct channel for inquiries about services and laws related to their care and empowerment.

Al-Hammadi indicated that the largest proportion of the reported violations and cases of abuse related to violence against women, adding that those reported were from family members, or from members of the extended family, who witnessed the physical abuse she suffered, specifically beatings.

"This type of abuse includes psychological and emotional abuse," she added.

Al-Hammadi said that «the preoccupation of many parents with work obligations and employment, in addition to the pressures of daily life and the preoccupation with the family and its needs, comes at the expense of the time required to take care of people of determination and take care of their affairs, and consequently ignorance of the nature of their condition and their needs and lack of understanding of the reasons for their actions different from the actions of others, which correspond to From some parents, violence and cruelty instead of containment, guidance and help in the proper behavior ».

Al-Hammadi pointed out that parents resorted to beating and violence girls with mental disabilities under the pretext of teaching them and discouraging them from going out alone from the house, so that they would not be subjected to exploitation or abuse.

According to the statistical data presented by Al Hammadi, during the past two months, the authority has received 91 inquiries about the services and care programs it provides and the state institutions concerned with people of determination.

Al-Hammadi called on community members to take advantage of the "hotline" (800988), which works around the clock.

She added that people with hearing disabilities and speech difficulties can communicate in sign language, by applying the authority assigned to them.
