Vice Minister of Foreign Affairs of China: Learn from the experience and lessons of September 11 and deepen international cooperation in the fight against the epidemic

China News Service, Beijing, September 14. Luo Zhaohui, Vice Foreign Minister of China, recently attended the 27th ASEAN Regional Forum (ARF) Video Foreign Ministers Meeting on behalf of the visiting Chinese State Councilor and Foreign Minister Wang Yi.

Luo Zhaohui positively commented on ARF’s long-term efforts to build confidence in the region and maintain peace and stability, and emphasized the lessons learned from September 11 to deepen international cooperation in the fight against the epidemic.

Luo Zhaohui emphasized: First, learn from the experience and lessons of 9.11 and work together to deal with non-traditional security challenges.

The painful lesson from September 11 is that the world today is in an era of intertwined traditional and non-traditional security.

The threats and challenges that non-traditional security poses to mankind are increasingly severe.

The useful experience of September 11 is that human beings live in the same global village, and their destinies are shared and closely related.

Transnational issues must be dealt with through transnational cooperation.

The current century-old pandemic has once again confirmed the historical lessons and experience of September 11.

The virus knows no borders or races.

Mountains and rivers are different, and joining hands to fight the epidemic is the right way.

Second, China is a positive energy to promote international cooperation in the fight against the epidemic.

Based on the principle of people first and life supreme, the Chinese government competed against the disease, raced against time, and won major strategic achievements in the national fight against the epidemic. It has won valuable experience and time for the world to fight against the epidemic, and demonstrated the Chinese spirit, China's strength, and China's responsibility. ; China has joined hands with the world to overcome the difficulties, has won the support of the world, and has provided assistance to the world.

Third, the United States goes against the general trend of the world and stands on the wrong side of history.

The United States ignores global public health security, continues to uphold “America First”, promotes unilateralism and bullying, withdraws from groups and breaks contracts, and even announced its withdrawal from the World Health Organization during the critical period of global anti-epidemic; Disregarding, throwing blame, interfering in internal affairs, suppressing China, fearing that the world will not be chaotic; the United States ignores the experience and lessons of September 11, adheres to the Cold War mentality, promotes the Indo-Pacific strategy, NATOizes the US, Japan, India and Australia four-sided mechanism, and instigates trouble in the South China Sea .

In the first half of this year alone, it dispatched 3,000 military aircraft and more than 60 sub-warships, including multiple batches of bombers and dual aircraft carrier formations, in the South China Sea. This has arbitrarily pushed up the risk of regional conflicts. It has become the biggest driver of militarization in the South China Sea and undermines peace in the Asia-Pacific region. The most dangerous factor.

Fourth, instability factors in the Asia-Pacific region are increasing, and peaceful cooperation is still the mainstream. ARF should stick to the right direction.

Although the United States continues to disrupt the situation, hype hotspots, undermine cooperation, provoke confrontation, seek common security through dialogue and cooperation, promote common development through regional economic integration, seek common ground while reserving differences, and properly handle differences, it is still the consensus of the countries in the region.

ARF should stick to its original intention, conduct in-depth discussions on security cooperation and future development in the Asia-Pacific, and explore new methods in confidence-building measures and preventive diplomacy.

Luo Zhaohui said that China is willing to work with regional countries to adhere to a common, comprehensive, cooperative, and sustainable security concept, focus on confidence-building measures, and push ARF back on track, becoming a platform for dialogue instead of confrontation, cooperation instead of game.

We must adhere to multilateralism, fairness and justice, oppose various small circles and various forms of "decoupling", adhere to open scientific and technological cooperation, and oppose scientific and technological stickism.

China put forward the "Global Data Security Initiative" and looks forward to the participation of all parties.

China appreciates the ASEAN Foreign Minister’s “Statement on the Importance of Maintaining Peace and Stability in Southeast Asia”, supports ASEAN’s central position in regional cooperation, and supports ASEAN-led regional cooperation mechanisms to provide strength for all parties to engage in positive interactions and achieve lasting regional peace and common prosperity. Guaranteed.

For the common interests of the people of China and the United States and the world, China is willing to communicate with the United States in an equal and open attitude.

It is hoped that the US will meet China halfway.

China is willing to work with the United States to jointly propose cooperation initiatives to deal with marine plastic waste under the ARF framework. It also hopes to continue to explore cooperation in environmental protection, drug control, disaster relief, and preventive diplomacy.

In response to the unreasonable accusations made by the United States, Japan, Australia, Canada and other countries on the South China Sea, Hong Kong, Taiwan, arms control and other issues, Luo Zhaohui solemnly refuted and elaborated on China’s position, and reiterated China’s policies on the Korean Peninsula and Rakhine State. .

The meeting passed outcome documents such as the "Statement on Cooperation to Promote ICT Security in the Context of International Security" initiated by China.

ARF was established in 1994 and currently has 27 members, including 10 ASEAN countries, China, Japan, South Korea, North Korea, Mongolia, Russia, India, Pakistan, Bangladesh, Sri Lanka, the United States, Canada, Australia, New Zealand, Papua New Guinea , East Timor and the European Union.
