The second vice president of the Government, Pablo Iglesias, and the Minister of Equality, Irene Montero, benefit from the new system of salary limitation and mandatory donations approved in Podemos, while the party deputies have lost unless they are presidents of commission or occupy a position on the Board of Congress.

This is clear from the donation protocol approved by the Party Secretariat, to which Servimedia had access and which applies with concrete figures the organizational document with which Iglesias's candidacy for the

Third State Citizen Assembly

of Podemos

concurred

, held in May, and that it was automatically approved with his re-election as general secretary.

That document eliminated the limitation to three times the minimum interprofessional salary that obliged all elected positions of Podemos to donate the rest to a non-governmental organization and replaced it with a donation of a percentage of their net salary, now to the party itself, which the final recipient will be the one who chooses, not the NGO that the donor prefers.

If the system had not been modified, both the members of the party in the Executive and the Legislative would actually be receiving 39,900 euros per year, as stated in the donation protocol itself.

"The rise to 950 euros of the SMI in 2020 prevents it from being adjusted in a coherent, reasonable and responsible way to the reality of wages in our country. Thus, for example, a base salary of Podemos (12 monthly payments) would be, if this criterion were maintained of the SMI, of 3,325 euros per month ", justifies the protocol insinuating that it would be an excessive amount.

However, the truth is that the change that was allegedly intended to limit this excess has meant that some public offices in Podemos have effectively lost, but others have been economically very favored because the protocol establishes a different percentage of donation according to the type of position that occupies the interested party;

something that justifies by the supposed need to "distinguish between the different responsibilities and public exposure" of each of the positions.

Mandatory donations

Specifically, the members of a state, autonomous or municipal government will have to donate 15% of their salary;

the secretaries and undersecretaries of State, the regional vice-councilors, the directors or the general deputy directors will deliver between 15% and 35%;

the elected positions with exclusive dedication between 20% and 50%, and the elected positions that charge below 40,000 euros gross per year 5%.

In this way, Iglesias, whose annual remuneration approved by the Government and included in the

Official State

Gazette (BOE) of last January 21 amounts to 79,746.24 euros, will have to donate 11,961.94 and will actually receive 67,784.3, a 68.4% more than if the criterion had been maintained at three times the SMI, the aforementioned 39,900 euros that would have forced him to give up almost 40,000, almost four times what with the new system and more than half of his emoluments.

Something similar happens to Montero, whose annual salary is 74,858.16 euros and will have to give up 11,228.72 to receive 63,629.44.

In your case, this amount is 59.5% higher than what would have corresponded to you under the previous system.

The same BOE of January 21 set his annual remuneration at 169,172.64 euros.

If they donated 15%, it would stay at 143,796.74 euros, and, if the percentage were set at the maximum of 35%, at 109,962.21;

that is, between almost triple and well over triple the 39,900 euros that they would have charged with the previous protocol.

The opposite happens to the rank-and-file deputies of Podemos, who, had they maintained their link to the SMI, would have been able to fully pocket the 35,784.32 euros in which Congress set the annual base allocation of its 350 parliamentarians last February.

Now, when that allocation remains below the limit of 40,000, they will donate only 5%, but in any case they lose with respect to the previous system and will only have 33,995.10 euros.

At present, none of the deputies of the Podemos party who are part of the United Podemos parliamentary group are what could be called ordinary deputies.

Two of them hold positions on the Board of Congress, two other spokesmen and deputy spokesperson in the Chamber and the rest are either presidents, or vice-presidents or spokespersons of the group in any of the commissions constituted in the Chamber.

For this reason, they receive various supplements that, according to the

Regulations of Congress

, cannot be accumulated if they hold several of these positions simultaneously.

However, even with these additional income, few of the deputies will pay off the change in the salary limitation system.

Adding base salary, supplements, representation expenses and freely available expenses, the total remuneration rises to 73,056 euros in the case of the first vice president of the Chamber,

, and 66,852.92 in that of the second secretary,

Javier Sánchez

, that, with the limit of three times the SMI, this remuneration would have had to be reduced to the aforementioned 39,900.

Now, waiting for the exact percentage between 20% and 50% to donate to be determined, the first will receive between 36,528.28 euros in the upper percentage and 58,445.24 in the lower one, and the second between 33,426. 46 and 53,482.

In other words, only if the percentage finally decided by management is closer to 20% than 50%, will the change of system be profitable.

The same happens to the spokesperson of United We Can in the Congress of Deputies, Pablo Echenique, who will receive in full between 34,872.94 euros and 55,796.70 (pending what special percentage of donation is assigned to him taking into account his physical disability ; to the deputy spokesperson,

, between 31,162.12 and 49,859.39; and to the deputies who are also committee chairmen (between 26,992.72 and 43,188.35).

Those who are vice-presidents or spokespersons for the group in one of these bodies will lose out at any point where the donation they have to make to the party is finally set.

Even adding the representation expenses that correspond to them, if they have to donate at least 20% of their emoluments, they will charge 39,273.37 euros, below three times the minimum wage.

If they had to deliver 50%, they would stay at 24,545.86.

As if that were not enough, the donations protocol establishes that "elected public officials who have a supplement assigned by constituency, displacement and / or maintenance for the exercise of their functions and that are thus included in the regulations of the corresponding chamber, may do use of the same up to a maximum of 60% of said allocation, any remaining amount will add to the total calculation of the monthly donation ".

The Congress has established this year 1,921.20 euros per month for the deputies of circumscriptions other than Madrid and 917.03 euros for those elected by Madrid, so that for those of Podemos they will remain, respectively, at 1,152.72 and 550, 22.

On the contrary, the finalist allowances to compensate for specific expenses justified by the deputies are not subject to the new Podemos donation protocol.
