From 2016, criminals' revenge in society received eleven million from the Heritage Fund to build a course for "lifestyle coordinators" at Tollare Folk High School.

Former criminals and drug addicts with disabilities would receive an education that could provide work in, for example, supported housing and leisure centers.

According to both Kris and Arvsfonden, the project has been a success that has helped participants get jobs.

But after signals of irregularities, the Heritage Fund started an audit of the financial accounts in January, which came to show major shortcomings.

  • Costs that could not be linked to the project, including spa, debt collection and dry cleaning.

  • Missing documentation for, among other things, travel.

  • A project manager who also received a fee as a mentor.

  • Costs for petrol, parking, car wash and car painting.

    "Existence of many cars".

  • A large amount of costs for "restaurant visits, lunches and other meals" and "Costs for alcohol in connection with dinner".

Kris has had to declare its expenses and repaid just over 200,000. But there is still disagreement about just over one million and Arvsfonden has now sent the case to the Chamber of Deputies, which will decide whether Kris must pay back all or part of the support.

- It's about trust in the Heritage Fund.

The money will go to what it is intended for, says Hans Andersson, unit manager at Arvsfonden.

Crisis critical

According to Kris, a repayment claim of one million or more would hit the association's finances hard.

- It would mean that we would have to fire people in the office, we might go bankrupt, says chairman Germay Woldu.

He believes that the errors can largely be traced to the association's previous management, and is critical of the Heritage Fund's actions.

- We have kept goals and budget.

We have had the first three years approved, all decisions have been made in collaboration.

How can you first approve and then tear up everything?

Following the Heritage Fund's decision, the future of the education itself is now also threatened.

It was about to be moved from Tollare to Stensund Folk High School outside Trosa, but now Stensund has turned a deaf ear.

Rector Petra Fasth writes to SVT that, pending the decision, it has been decided not to proceed with the takeover.
