• Politics: The Government reaps a historic defeat in Congress by losing the decree on the surplus of the municipalities

  • Municipalism. Jorge Azcón, Mayor of Zaragoza: "It is a historic victory, but tomorrow we have to negotiate a new decree"

It was the man in the shadows.

Antonio González Terol

, deputy secretary of Territorial Policy of the PP, has carried out the negotiations to overturn the government decree on the state use of the 15,000 million euros that the municipalities have saved.

It is the third decree rejected in Democracy, and the second by Pedro Sánchez.

Does knocking down the decree on the savings of the municipalities seem like a victory for the PP? It is a historic defeat for the Government.

There is no precedent for a president who did not validate two decrees, like Sánchez [this one and the rent one].

And it is the success of the mayors' rebellion. Mayors from 14 parties have joined.

Is a new local block opening in Spain, or is it something specific?

Almost everything separates us, but municipalism has united us.

Bridges of understanding have been opened with formations with which we have not spoken for a long time.

We have avoided the corralito to the public savings of the citizens that the Government intended.

Why do you call it a playpen?

It is simple: so that they could use their 15,000 million saved, the decree told mayors that they had to deposit them in the State for 15 years, and the Government returned 5,000 million, but conditional on spending them on what they said.

I can't think of a better description for a playpen.

We ask for 5,000 million without conditions.

Let each mayor prioritize.

If not, it seems that saving is useless.

And is there a risk that consistories will break if the Treasury does not release those 5,000 million without conditions?

Without a doubt, in the short and medium term there is.

There are municipalities that have already had to request short credits to pay their payroll.

Either there is a rescue from the State or the situation of many will be critical. What they are asking is another decree that includes this rescue. Yes, another immediate decree.

Tomorrow the PP will call the Minister María Jesús Montero to make herself available.

She has had too much pride and she has lacked dialogue.

The minister has not wanted to talk with anyone. If the finance minister refuses to agree on a new decree, will the PP ask for his resignation? If I were his boss and heard him say that he was not going to make another decree, he would cease her.

He must have the humility to accept defeat and sit down: we do not want to make firewood from the fallen tree, but to seek solutions. Should Abel Caballero resign? His leadership at the head of the Spanish Federation of Municipalities and Provinces is in question.

Resignation is a very personal act that he must perform if he has dignity. Have you read the SMS from Rajoy to Bárcenas published by EL MUNDO, in which he asks for "peace of mind" no less than on his own in Switzerland?

What does this mean for the PP? Casado gave in EL MUNDO full explanations on this matter and showed the commitment of this direction with regeneration and transparency.

We are not going to allow irregular behavior within the PP, but we also believe in the presumption of innocence. Q.- But isn't the president of the PP married with all his circumstances and responsibilities, also with all his past in tow?

He was a deputy for Ávila, I was the mayor of a town and the general secretary, a councilor in Cieza, which makes it difficult for anyone to hold us responsible for that, which will be settled in court.

Meanwhile, Sánchez has linked his political future to the judicial future of Pablo Iglesias.
