Service trade plus "One Belt One Road":

China's plan in the post-epidemic era shows its "underpinning" power

"We look forward to making greater contributions to the development of the economy and trade and bilateral relations between the two countries through the platform built by the Chinese government and enterprises." The chief consultant of the commercial representative of the Azerbaijani Embassy in China, Najak Khalilov, recently reported to China Youth Daily. China Youth Daily reporter shared.

From the China-Europe Railway Express to the investment opportunities in the industrial parks, during the 2020 China International Trade in Services Fair, Khalilov has been actively introducing the development achievements of Azerbaijan since joining the “Belt and Road” initiative.

Azerbaijan was one of the first countries to support the “Belt and Road” initiative. On the occasion of the 7th anniversary of the “Belt and Road” initiative, Khalilov was deeply touched by the “mutual benefit and sharing” advocated by China. “China’s door is always Is open".

As my country’s first major offline international economic and trade event since the outbreak of the new crown pneumonia epidemic, the five-day service trade will allow “service trade” to enter the public’s vision in such a loud manner for the first time, and also demonstrate to the world protectionism. China's determination and confidence in opening up under the background of rising heads.

People understand the importance of service trade to international economic and trade cooperation and to China's economic growth. At the same time, they also realize that the "Chinese plan" that adheres to the original aspiration is playing an increasingly important role in the recovery of global service trade.

Promoting connectivity and persisting in openness and inclusiveness are the only way to deal with global crises and achieve long-term development.

Zhang Wei, chief expert of the China Association for Trade in Services, pointed out that the "One Belt One Road" is a new platform for my country's development of service trade for countries and regions along the route, and it will add new impetus to the common development of the world.

At the Service Trade Fair, "One Belt One Road" started the "Hegemony Exhibition" mode

Throughout this session of the Service Trade Fair, the shadow of the "Belt and Road" can be seen everywhere, unleashing China's sincerity to strengthen service trade cooperation with the "Belt and Road" countries.

In the context of China's effective control of the new crown pneumonia epidemic, this year's Service Trade Fair attracted many "Belt and Road" countries and regions to participate in the exhibition.

Vigorously developing modern service trade is becoming a new direction for the joint construction of the "Belt and Road".

In the exhibition hall, special exhibitions, cultural tourism and other promotion activities continue.

On September 5, the fifth "Colorful World-National Characteristic Cultural Exhibition Activities along the Belt and Road" opened.

Durian from Malaysia, black wood carving from Angola, coffee from Indonesia, chocolate from Belgium... Embassies and institutions in China from more than 30 countries and regions in Asia, Africa, Europe, and the Characteristic tourism and cultural resources.

At the "Haidian Night" special promotion event hosted by the People's Government of Haidian District on September 8, the "Research Report on the "One Belt One Road" Going Out Strategy of Haidian Enterprises" was released for the first time. Zhongguancun Science City Management Committee and Abu Dhabi International Financial Center The Financial Services Regulatory Authority also formally signed the contract on the spot.

Including the 3rd "Belt and Road" Service Trade Cooperation Forum, the "Belt and Road" International Youth Innovation and Entrepreneurship Forum, and the 2nd "Air Silk Road" Cooperation Summit, many "Belt and Road" theme forums were held one after another.

"As an important part of international trade and an important field of economic and trade cooperation between various countries, trade in services plays an important role in promoting the transformation of economic development methods in various countries and regions, and promoting industrial transformation and upgrading and sustainable development." Deputy China Council for the Promotion of International Trade Chairman Zhang Shenfeng pointed out in his on-site speech at the third “Belt and Road” Service Trade Cooperation Forum on September 7 that the Chinese government attaches great importance to the development of the service industry and service trade. Currently, China is moving from an opening-up focused on trade in goods to With the second opening of service trade as the focus, service trade has become an important engine for China's economic growth.

Liu Huaqin, director of the Eurasian Research Institute of the Ministry of Commerce Research Institute, also said that the service trade will build a more convenient service trade cooperation platform for China and Eurasian countries, enhance service trade cooperation between China and Eurasian countries, and will help the "One Belt "One Road" to achieve sustainable development.

Seven years of hard work, the original intention of building the "Belt and Road" has not changed

On September 7, 2013, President Xi Jinping proposed the first joint construction of the "Silk Road Economic Belt" in Kazakhstan.

In October of the same year, President Xi Jinping also proposed to jointly build the 21st century "Maritime Silk Road".

The two together constitute a major initiative of the "One Belt One Road".

Over the past seven years, China has always adhered to peaceful development and mutual benefit, has continued to deepen economic and trade cooperation with countries related to the “Belt and Road”, promoted trade and investment liberalization and facilitation, and continued to promote higher levels of opening up.

As a public product provided by China to the world, the “Belt and Road” initiative has been constantly refreshed.

The International Trade and Economic Cooperation Research Institute of the Ministry of Commerce pointed out in the "China's "One Belt One Road" Trade and Investment Development Report 2020" released on September 7 that as of May this year, the Chinese government has signed 200 copies with 138 countries and 30 international organizations. Jointly build the "Belt and Road" cooperation document.

In 2019, the total import and export of services between China and the countries along the “Belt and Road” was US$117.88 billion, accounting for more than 15% of the total service trade.

At present, China and these countries have formed a service trade cooperation pattern with three main categories: tourism, transportation and construction.

During the service trade fair, Zhai Dongsheng, director of the “Belt and Road” Construction Promotion Center of the National Development and Reform Commission, reminded that in the context of the complex and changeable domestic and foreign situations, it is necessary to re-emphasize the original intention and mission of jointly building the “Belt and Road”.

He summarized it into four sentences: major measures to open up to the outside world, top-level design of national economic diplomacy, proactive actions to promote changes in the global governance system, and an important practice platform for building a community with a shared future for mankind.

Zhai Dongsheng believes that it is precisely based on the adherence to the "initial aspiration" that the "Belt and Road" concept can continuously adapt to the needs of changes and development in the past seven years, while responding to the important concerns of the international community.

The UN Secretary-General’s Special Envoy for South-South Cooperation and Director of the UN Office for South-South Cooperation, Jorge Chedil, said in a video speech to the third "Belt and Road" Service Trade Cooperation Forum that jointly promoting the "Belt and Road" construction is Good opportunity to achieve sustainable development goals.

Make the "cake" and the circle of friends bigger, open a new game in the changing game

Only in the midst of turmoil can we realize the importance of a solid cooperation framework and a bigger “cake” in the global market.

Even in the case of large-scale suspensions due to the epidemic, the number and shipment volume of China-Europe freight trains from January to May this year increased by 28% and 32% year-on-year.

Li Hongwei, the second-level inspector of the Department of Foreign Investment and Economic Cooperation of the Ministry of Commerce, revealed at the China International Economic Cooperation "Going Global" Summit Forum on September 8 that from January to July this year, China’s international trade situation was generally better than expected, especially overseas projects. The “Belt and Road” related key projects have maintained stable development, “much better than we predicted when the epidemic first occurred.” In addition, the Manmai No. 1 tunnel of the China-Laos Railway was successfully completed, the Cambodian dual-fuel power plant and other projects were steadily advancing, and the China-Pakistan Economic Corridor Energy projects remain in operation... Several "One Belt One Road" projects have become the clarion call for economic recovery in countries along the route.

It can be seen that the "Belt and Road" cooperation is full of resilience and has shown a good underpinning effect in an "uncertain" environment.

As stated in the theme "Global Service, Mutual Benefit and Sharing" of this year's Service Trade Fair, China is constantly sending signals of openness and cooperation to the world.

Many exhibitors and guests said that although the global pattern has changed, what remains unchanged is that the construction of the “Belt and Road” will help the Internet, big data, cross-border e-commerce and other new types of service trade to further upgrade.

Adviser of the China Association for Trade in Services, former Deputy Minister of Foreign Trade and Economic Cooperation, and former Secretary-General of the Boao Forum for Asia, Long Yongtu, proposed that countries and regions along the “Belt and Road” should follow the development trend of digitalization, networking and intelligence, and accelerate bilateral cooperation in the digital field. Work with multilateral cooperation to jointly promote the process of digitalization and intelligentization of service trade, and develop new formats and models of service trade.

Strengthen the protection of intellectual property rights, actively promote the vigorous development of the digital economy and the sharing economy, and give new vigor and vitality to the countries and regions along the “Belt and Road”.

Zhang Shenfeng also proposed that under the premise of adhering to the “Belt and Road” initiative of “mutual consultation, co-construction, and sharing” principles, it is necessary to innovate, optimize the business environment, and strive to negotiate high-level free trade agreements with more countries and regions. Promote the communication of trade policies of various countries, reduce investment and trade barriers, guide and promote the formulation and coordination of service trade rules and standards, strengthen China's right to speak in the formulation of international rules, and improve global economic governance.

Competitive friction cannot change the general trend of cooperation.

Although international trade frictions are intensifying, the international consensus of following business rules, following international common practices, and following the principles of extensive consultation and joint construction has not changed.

In Zhai Dongsheng's eyes, this is the "Dinghai Shenzhen" for the joint construction of the "Belt and Road".
