Progress was made on the possibility of renewing the General Council of the Judiciary (CGPJ).

But those conversations did not come to fruition.

Why?

Because the PP decided to shelve them to demand that United We could be left out, after Pablo Iglesias' criticism of the judges and the Monarchy.

Pablo Iglesias' party was going to get two of the 20 members of the governing body of the Judiciary.

In an interview with TVE yesterday, the President of the Government, Pedro Sánchez, assured that he reached an agreement with the PP throughout the month of August to renew the pending institutions (not only the CGPJ, but also the Constitutional Court, the

Ombudsman

and the

Board of Directors

of RTVE) and that Casado pledged "practically 99%", to later "inexplicably" break the deck.

But the PP flatly denies it: "We only gave the ok to negotiate," sources from Casado's environment point to this newspaper.

"It is very serious, and unusual, that a Prime Minister leaks private conversations with the leader of the opposition" to "pressure" him, ugly.

argue that their refusal to agree on the renewal of the CGPJ was due to the fact that United Podemos intensified “its criticism of the Judiciary and the Monarchy, and asked for a government with Bildu in the

and a budget pact with ERC in exchange for the table. self-determination of

On July 6, Casado gave the go-ahead to negotiate the renewal.

The contacts followed one another and the secretary of Justice of the PP,

Enrique López

, advanced in the elaboration of a Law for the reinforcement of the independence of Justice, as a previous step to the negotiations.

The PP confirms that "on July 22, Pedro Sánchez proposed the interlocutors to Casado via WhatsApp to advance in the renewal conversations of the institutional bodies, which were accepted with a brief response", but they insist that he did so "without entering not even assess the substance of the matter ».

Other sources, however, dilute that date, since due to the good personal harmony between López and the Minister of Justice, Juan Carlos Campo, they assure that these negotiations began weeks ago.

The negotiation began to go awry on August 3, when the

Royal Household

announced the voluntary exile of Juan Carlos I. From then on, in the opinion of the PP, an "intolerable attack by the second vice president of the Government on King Don Felipe" took place.

But the truth is that Podemos had already requested the abdication of Felipe VI a month before, without this having stopped the negotiations between the PP and the PSOE.

defended that "the only way to disassociate Juan Carlos I from Felipe VI is a referendum and the abdication of Felipe VI."

The other argument that the PP uses to have shelved the negotiations is that on August 11 the judge charged Podemos with alleged irregular financing, which led to the leaders of that party criticizing the judges in the following days.

The spokesman for United We Can in Congress, Pablo Echenique, assured that the objective of the investigation "is not judicial," but "media defamation," while criticizing Judge

Juan José Escalonilla

for opening "a prospective investigation (es that is, without evidence, but in its search), based solely on a statement.

And the national spokesperson for Podemos, Isa Serra, even said that if Justice were to submit Casado to an investigation with the same "characteristics" as that of the purple party, "he would be in jail."

It should be remembered that the CGPJ has had to reprimand Iglesias on two occasions this year.

The first, in January, for ensuring that the European courts had left the Spanish Justice "in a bad place".

The second, in April, for questioning the judges who condemned the leader of Podemos Isa Serra.

Casado demanded that Iglesias' party stay out of the renovation

With this sea in the background, Casado believed that he should cancel the conversations and transmitted to Sánchez's environment that "the renewal of the State institutions could not be agreed upon if Podemos had any role in it."

In other words: either the Government would give up giving two positions to the

A priori, this requirement was very difficult for the coalition government to fulfill, since the PSOE always put on the table that Podemos would have representation in the CGPJ although, for example, other investiture partners such as ERC would be left out.

Later, at the end of August, the PP went further and pointed out that it would not negotiate anything with Sánchez if the ministers of United Podemos did not leave the Executive.

That is what the leader of the PP transferred to the president, in a very graphic way, in his meeting last Wednesday, in La Moncloa: "You have the problem with Podemos."

EL MUNDO revealed yesterday that Moncloa accuses the PP of having broken the negotiations, after an agreement that in July "was done."
