ERC today demanded that the President of the Government, Pedro Sánchez, convene the dialogue table between the

State

and the

Generalitat

to resolve the Catalan problem this month as a preliminary step for them to open up to negotiate the Budgets, in the meeting that has kept in

Moncloa

between the pro-independence spokesman, Gabriel Rufián, and the chief executive.

The pressure from Pablo Iglesias, in that sense, has paid off.

The leader of United We Can and second vice president demands that Sánchez sit down first to agree on the accounts for 2021 with ERC and the rest of the investiture partners and not with Ciudadanos, once the coalition government agrees on an internal draft.

ERC no longer rejects this negotiation outright if the dialogue table is convened first.

And the Government is not opposed to this and this has been stated by both Sánchez and the spokesperson, María Jesús Montero.

But it was the Minister of Finance who recalled that "the problem" to close a meeting is the President of the

Generalitat

, Quim Torra, who "does not want" that meeting or who poses conditions "out of reality."

This position is the one that the Executive has repeated today.

Montero has no qualms about convening the dialogue table in mid-September, at the expense of being able to close a date with the Catalan president.

Rufián today ordered Torra to agree to that appointment because not doing so would be "antipolitical."

"We do not contemplate a refusal."

The ERC spokesperson has assured that he has Sánchez's guarantee that this meeting will be promoted, later confirmed by the Government spokesperson.

That is what would make it easier for ERC to listen at least to the Executive's statement on Budgets.

Until now they had been more elusive.

"In order for them to ask us for the second agreement, they first have to comply with the first," Rufián assured the dialogue table, which made it possible for him to abstain from the inauguration.

He explains that they are always in favor of talking even though "Oriol Junqueras is in a cell hinders everything."

In any case, ERC warns that they are "incompatible" with Citizens, with whom the Government also wants to agree on the Budgets.

Inés Arrimadas, in her interview yesterday with Sánchez, conveyed her willingness and the president, according to the Cs leader, confirmed that he wants to agree with them.

But as Iglesias pressures for the coalition Executive to remain tied to the investiture bloc and move away from Cs, today Rufián has opened the door to his participation.

"Governing is choosing" and the natural thing, he said, is that a scenario is provided so that ERC "can be there."

It is "fallacious" to say that the Budgets "have no ideology."

"A right-wing party like Cs is not the same as a left-wing party like ERC" and this, he stressed, "a part of this government that is United We Can knows it."

According to Rufián there is a lot of "discomfort" in Podemos and also in the PNV, whose spokesman, Aitor Esteban, has also met this morning with Sánchez, due to the approach to Cs.

It was precisely this harmony that led Iglesias to strike at the table and demand that the Budgets be agreed upon first within the coalition government before negotiating them with the rest of the political forces.

Aware that they need to form a parliamentary majority, that PSOE and Podemos do not have on their own, they no longer veto an agreement with Cs, which was their initial threat.

But Iglesias pulls Sánchez's arm so that he does not escape either his influence or that of ERC.
