The "Interim Measures" apply to the naming matters of full-time universities, independently established colleges, higher vocational schools (including undergraduate-level vocational schools and junior-level vocational schools) and higher technical schools after the release.
The "Interim Measures" emphasizes that the naming of colleges and universities should adhere to the consistency of name and reality, be accurate and standardized, reflect the concept of running the school, highlight the connotation and characteristics, and avoid being greedy and seeking completeness. The name is determined according to the talent training objectives, school level, scale, type, subject category, teaching and research level, affiliation, location, etc., and implements one school for one system.

The "Interim Measures" emphasizes that, in principle, the names of institutions of higher learning cannot be named after individuals. Without authorization, it is not allowed to use names that have been used by other colleges and universities. An independent school transferred from an independent college shall not include the name of the original school and its abbreviation. Institutions of higher learning should maintain a stable name, and in principle, the interval for name changes at the same level should be at least 10 years.
