RBC writes about this with reference to the amendments to the law "On bankruptcy" (127-FZ), which come into force on September 1.

To file for bankruptcy, a citizen must apply to the multifunctional center (MFC) at the place of residence with a statement that lists all his obligations and creditors.

At the same time, the applicant should not have property or financial ability to pay off debts.

Within four working days after the application is filed, information about the debtor is entered into the Unified Federal Register of Bankruptcy Information (Fedresurs) and a moratorium is introduced on the accrual of interest, fines and penalties on its obligations. 

The exceptions are child support or damages.

Six months after the start of the procedure, the citizen is released from debts, if during this period none of the creditors prevented his bankruptcy.

In October 2019, Russia simplified the procedure for collecting debts from summer residents.
