Abu Dhabi Municipality warned of this practice as a violation of the law, as building swimming pools are intended to serve its tenants residents only, stressing that the practice of training activity in general requires obtaining a license from the Department of Economic Development.

In detail, residents of buildings in Abu Dhabi complained of what they described as the exploitation of other residents in their buildings, of the swimming pools attached to the buildings, to train children in exchange for money, which sparked their resentment due to the large number of non-residents visiting the swimming pool.

Residents expressed to Emirates Today their concerns about this commercial use of swimming pools in light of the current circumstances, stressing that some of their neighbors placed advertisements on social media sites claiming to work as swimming coaches for groups or individuals of children.

Residents emphasized that the matter could have been tolerated under normal circumstances, but in light of the spread of the "Covid-19" virus, the reluctance of people from outside the building to the swimming pools and the games area increases the risk of spreading the infection.

"Emirates Today" on some social networking sites spotted announcements about providing swimming exercise services in private buildings for those wishing, for a fee of more than 600 dirhams per month and 50 dirhams per share, and attached videos and photos from previous training.

On the other hand, Abu Dhabi Municipality informed «Emirates Today» that it is not permissible to engage in any commercial activity for swimming exercises inside residential buildings, stressing that the building’s swimming pools are intended to serve the building’s residents who are renting exclusively.

She emphasized that such advertisements are an explicit violation of the law, noting that building swimming pools are subject to monitoring and inspection by the municipality according to Executive Regulation No. (4) of 2018 regarding swimming pools, in accordance with Law No. (2) of 2012.

She said that the practice of teaching swimming in swimming pools must be under a license from the Department of Economic Development, because practicing this commercial activity without a license is against the law.

She added, "Entities or individuals wishing to provide these training services must practice their practice within the laws and legislation in force in this regard, and through a commercial license and a specific license for this commercial activity."

The Ministry of Community Development stated that Article 56 of Federal Law No. (3) of 2016 regarding the rights of the child stipulates the need for the competent authorities and the concerned authorities to coordinate with the ministry, to define standards and special engineering specifications, building laws, and safety and safety requirements that protect the child from any Some kind of harm, provided that the executive regulations specify the necessary controls for this, explaining that this article stipulates the development of the necessary controls and procedures for the safety of the child in public and entertainment places and means of transportation, and the executive regulations specify these required controls and procedures.

The Ministry stated that “Article 60 stipulates that anyone who violates a provision of the second clause of Article 35 of the Child Rights Law (Wadima) shall be punished with imprisonment or a fine of not less than 5,000 dirhams.” On swimming pools, and to ensure that safety and security standards are applied, to avoid recurring deaths of children by drowning in them.
