The PNV and the Socialist Party of Euskadi have made official with a press release their second consecutive agreement to co-govern Euskadi . An anticipated pact already in the very development of the electoral campaign and that focuses on the "social and economic reconstruction" of the Basque Country as the objective of the next Government. The summary provided of his government commitments only includes his willingness to "continue working for a new statutory pact" without express reference to agreements on how to carry out the reform of the Statute of Gernika.

PNV and PSE-EE have already confirmed the agreement and advanced the main lines of a pact that should become the new program of the Basque Government. The agreement focuses on counteracting the effects of the Covid-19 pandemic in the Basque Country and is structured around three objectives and four axes. Guaranteeing the health of all Basque citizens , reactivating the economy and implementing social measures to "leave no one behind" are these three basic objectives.

The axes with which the agreement has been made public are even more superficial because they allude to prosperity, people, the planet and the development of self-government. The text assumes that the Basque Country will have to resort to debt to counteract the fall in revenue, but special emphasis is placed on the importance of the resources obtained from Europe from the community fund for economic recovery .

PNV and PSE-EE limit themselves to confirming that "they will continue working to achieve a new statutory pact for a new generation" without any rapprochement in their differences between the 'new sovereign status' that the PNV began to develop with EH Bildu in Parliament Basque and the reform of the Statute of Gernika within the Constitution that the Basque socialists have defended up to now.

The pact signed today was practically ratified with the results of July 12 when the nationalists led by Iñigo Urkullu added 31 parliamentarians and the socialists of Idoia Mendia 10. With an absolute majority in Parliament, PNV and PSE-EE have reflected in the agreement programmatic that will be announced today the main guidelines of the new Basque Executive who will begin his task on September 7 .

The agreement was closed late yesterday and, as planned, it has been announced 24 hours before the deadline for the presentation of candidacies for lehendakari ends . Iñigo Urkullu, with the majority guaranteed, and Maddalen Iriarte (EH Bildu) will appear in the plenary session on September 3 in a parliamentary duel between the two nationalist formations. Urkullu already announced last Tuesday that the agreement with the Socialists would be closed throughout the week and the content will be finalized in the next few hours.

The agreement in Euskadi also consolidates the relationship between the Ortuzar party and the Prime Minister Pedro Sánchez, who has already agreed to undertake a transfer process, including the transfer of the general Social Security regime and ownership to the Basque executive of the three prisons in Euskadi.

The two parties keep the negotiation open to specify what will be the distribution of tasks in Iñigo Urkulu's cabinet. The presence of the leader of the PSE-EE Idoia Mendia in the new Basque Government constitutes the most outstanding unknown of the imminent Basque Executive.
