He said that "due to such cross-border regulation, the consumption of both Russian oil and Russian coal can be significantly reduced."

As the Deputy Chairman of the Security Council said, according to the estimates of the Academy of Sciences, "the financial losses of domestic exporters will amount to billions of euros."
