Beijing Chaoyang spot-checked 133 units, and nearly a quarter had the problem of not reporting their departure from Beijing during May 1st

Going out to report is not a trivial matter

For public officials in Beijing, the requirement of "leaving Beijing for filing" should not be unfamiliar. However, the Chaoyang District Commission for Discipline Inspection and Supervision of Beijing’s Chaoyang District recently conducted a special inspection on the reporting of leave from Beijing during the May 1st period of 133 units throughout the district and found that more than 100 people did not report for leaving Beijing during the May 1st period. The ten units have problems in the formulation of related systems and work deployment, which are mainly reflected in the inadequate establishment of rules and regulations, discounts, incomplete system implementation, and fraud.

Reporting personal matters truthfully and reporting personal whereabouts as required is the basic requirement for party members and cadres. Not reporting when leaving Beijing reflects the indifference of relevant personnel and units of discipline and rules, and the lack of seriousness of the system.

A small number of units did not take it seriously to leave Beijing for filing, and some people were lucky enough to conceal it.

“Organizations, enterprises and institutions must strictly implement the relevant policies and requirements for Beijing personnel leaving Beijing, emphasizing the employee’s leave reporting system, and earnestly grasping the employee’s intention to leave Beijing.” During the epidemic, whenever holidays approach, Pang, deputy director of the Beijing Center for Disease Control and Prevention Xinghuo will issue a reminder at the press conference.

The “Regulations on Requesting and Reporting of Major Issues of the Communist Party of China” issued last year stipulated that “Party members should generally request instructions from the party organization to report major issues.” Major issues refer to matters that exceed the scope of the party organization, party members, and leading cadres’ own powers, or although they are in their own powers. Important things and important situations within the scope but related to the overall situation and wide-ranging influence. Cadres leave Beijing during special periods such as epidemics and holidays.

The implementation of the reporting system for leaving Beijing during the "May 1st" period is an entry point chosen by the Chaoyang District Commission for Discipline Inspection. Its intention is to "combine the relevant disciplinary requirements during the epidemic period to promote the implementation of the regulations for requesting and reporting major issues."

Previously, a community cadre in Chaoyang District went out of Beijing before the Spring Festival without fulfilling the filing procedures, and was later affected by the local epidemic prevention and control policy and stayed outside, resulting in the inability to return to work in time.

"Suddenly encountered an outbreak of an epidemic, the grassroots staff are tense, and the work arrangements are all possible. If the cadres do not report in advance when they go out of Beijing, the unit does not know the actual situation and encounters emergencies or temporary work that needs to be dealt with. It is easy to cause passivity in the deployment of personnel." said the person in charge of the Supervision Office of the Party Work Style and Political Work Style of the Chaoyang District Discipline Inspection Commission.

As a matter of fact, there are not many institutional regulations for reporting when going out. In 2013, the State Affairs Office of the Central Committee of the People's Republic of China issued the "Notice on Further Strengthening the Reporting Work for Leading Cadres to Go Out". In order to implement the spirit of the document, various localities and departments quickly introduced corresponding systems and continuously improved them. For example, the "Work Rules of the Beijing Municipal People's Government" clearly stipulates that the principals of the municipal government's constituent departments, special agencies, and directly affiliated agencies must ask for leave in advance from the deputy mayor in charge if they leave Beijing for visits, business trips, full-time study, and leave. After the leave is approved, it should be reported to the municipal government.

The Chaoyang District Party Committee and the Government also made clear regulations on the reporting of leave for the main leaders of each unit to leave Beijing, and required all units in the district to formulate specific measures for the leave and reporting of cadres in their respective departments and units. On the eve of "May 1st", the Chaoyang District Party Committee and District Government put forward clear requirements for party members, cadres and public officials to leave Beijing during holidays, and all units must strictly implement the leave reporting system for leaving Beijing.

The Chaoyang District Commission for Discipline Inspection combined the implementation of the regulations on requesting instructions and reporting on major matters with the disciplinary requirements during the epidemic, and carried out a special inspection of the reporting status of leaving Beijing during the "May 1st" period on 133 units in the district.

"The inspection involved more than 40,000 party members, cadres and public officials. It was found that about a quarter of the units had the problem of not reporting their departure from Beijing to varying degrees. The few units had one or two people, and the more units had more than ten people. A total of more than a hundred people have not reported, and most of them are cadres below the section level." said the person in charge of the Supervision Office of Party Work Style, Political Work Style, Chaoyang District Commission for Discipline Inspection.

Specific to this inspection, the general process is: first, the party committees of each unit will conduct a self-examination to sort out whether there are omissions in the cadres and employees leaving Beijing to report; then, the basic-level disciplinary inspection and supervision organs, dispatched agencies, etc. will check the ledger; finally, The out-of-office situation is publicized within the unit and is subject to supervision by the masses to discover problems.

"It is not so much a special inspection, as it is a personal supervision that relies on daily supervision and inspection work. The focus of this inspection is to find problems in the implementation of the system in various units to supervise and promote the implementation of the system." Chaoyang District Commission for Discipline Inspection The person in charge introduced.

Then, after the district party committee and district government put forward clear work requirements, why there are still non-reporting and under-reporting situations?

"We believe that although a small number of people have a weak sense of rules, the units also have certain responsibilities." The relevant person in charge of the Chaoyang District Disciplinary Committee Supervisory Committee analyzed that on the one hand, some units did not take the report of leaving Beijing seriously, and did not consider the period of the epidemic. The work discipline requires leaving Beijing to be reported as the content of the report for major matters, so that some cadres do not know that they need to report; on the other hand, although some units have formulated relevant systems, they are simply forwarded and transferred. Or stay in verbal communication, etc., which is not strictly implemented or selectively implemented in actual work.

For example, some units have formulated too simplistic measures to report for cadres going out, and only ask to report if they leave Beijing in general, but lack clear requirements on who to report to, whether approval is required, who approval, and the form of reporting; some units at the same level Although the system was formulated, it was not connected to the subordinate second-level units, which compromised the coverage effect of the system. In the same unit, departments with heavy tasks and relatively fast-paced work should strictly implement reporting. If the tasks are relatively light and there are few temporary arrangements, they may be careless and dealt with.

Behind the non-reporting of personal whereabouts is a weak sense of organization and a lax concept of discipline

Strict organization and strict discipline are the glorious tradition and unique advantages of our party. Requesting instructions and reports to the organization as required is the discipline that every party member and cadre must observe. However, in reality, failure to report personal whereabouts as required, such as leaving Beijing without reporting, also occurs in other places.

The reporter combed and found that at the beginning of this year, Zhang, a cadre of an agency in Changshu City, Jiangsu Province, went abroad to visit relatives privately, but was trapped in other countries due to the impact of the epidemic, and his failure to implement the reporting system was immediately "discovered"; a certain municipal district in Hubei Province was due to an emergency Relevant persons in charge were summoned to study countermeasures. At that time, Dong Moumou, a member of the Standing Committee of the District Party Committee, was unable to arrive on time because he took his wife and daughter to other provinces, so he could not conceal it; a fire broke out in a motorcycle market in a central city, and the local village party committee secretary, The director of the village committee, Song Mou, is out of town and cannot take command in time...

"To a certain extent, the request for instructions and the performance of duties are unified, especially at critical moments of emergency, danger, and critical moments. Party members and leading cadres who were supposed to charge in front of the party have seen their heads and cadres never see the end. This has increased the resolution of the crisis. Difficulty has also seriously affected the credibility of the government and its nature is bad.” Bao Yuanjie, a lecturer at the School of Public Administration of Renmin University of China, believes that when non-reporting and non-reporting are intertwined with corruption issues, it often brings a series of derivative problems.

In his opinion, some party members and cadres do not report their personal whereabouts as required, and there are often hidden secrets behind them. For example, Ma Zhongyu, the former deputy secretary and deputy director of the National Information Center, violated the regulations on leaving Beijing and left Beijing without approval 18 times from 2017 to 2019, and he helped “platforms” of meetings and forums that have little to do with his job. ", I received "expert fees" and "teaching fees" of varying amounts in violation of regulations, and failed to report afterwards. Ma Zhongyu was expelled from the party or public office for other serious violations of party discipline, constituted a violation of the law and suspected of crimes on duty, and the crimes involved were transferred to the judicial organs. Li Mou, deputy director of the village committee of Xiaotun Village, Congxian Town, Tongzhou District, Beijing, had been out of work for a long time during the epidemic prevention and control period. He claimed to go to Macau for medical treatment, but he neither asked for leave in writing nor provided medical records and diagnosis certificates. He violated the request and report system. The Tongzhou District Supervisory Committee recently issued a supervisory proposal, suggesting that he be removed from his post.

In addition to the "Regulations on Requests and Reports on Major Issues of the Communist Party of China", the "Several Guidelines on Political Life within the Party under the New Situation" also clearly stipulate that "Leading cadres must strengthen their organizational concepts, and major issues and personal matters must be addressed in accordance with regulations and procedures. The organization requests for instructions and reports. If you leave your post or where you are working, you must report to the organization in advance. Those who fail to report on time without justifiable reasons, do not report truthfully or conceal the report shall be dealt with seriously."

Article 73 of the Regulations on Disciplinary Actions of the Communist Party of China clearly stipulates that for “failure to report as required or not truthfully report personal whereabouts”, if the circumstances are serious, a warning or serious warning shall be given. Article 29 of the "Law of the People’s Republic of China on the Administrative Disciplinary of Public Officials" that came into effect on July 1 this year also clearly stipulates that "if the circumstances are serious, warnings, demerits, or demerits will be given to those who do not follow the regulations to request instructions or report major matters. ; If the circumstances are serious, they shall be demoted or dismissed."

Party discipline rules are clear, and there are typical cases reported first, but why are there still people doing whatever they want?

"Not asking for instructions and not reporting is a manifestation of weak organizational awareness and lax disciplinary concepts. The root cause is poor ideological understanding, and lack of self-consciousness and initiative in reporting." Zhuang Deshui, deputy director of Peking University's Research Center for Integrity Construction, concluded that some Some people think that going out to visit relatives and traveling is a private matter, and has nothing to do with the business work of the unit, and there is no need to explain and report to the organization; some people "be guilty of being a guilty conscience" and either dare not report it or don't report it at all; others have a fluke mentality and think that they are "secret." No one will find out and hide everything on the organization.

The lack of sense of responsibility of leading cadres and the inadequate performance of their duties will lead to compromises in the authority and execution of the system. Take this special inspection in Chaoyang District as an example. Although some units have formulated specific systems, they have extensive management and neglected records. They only simply mark “out” on the attendance sheet, specifically as to why relevant personnel are out, destinations and other information , The head of the department was unclear. Some responsible persons did not pay much attention to the study and transmission of system requirements. As a result, many cadres did not know that the relevant system had been implemented for many years until they were checked out and failed to report. Some team members not only failed to play an exemplary role, but even took the lead in violating system requirements.

Strengthen political consciousness, strictly supervise and inspect, and promote the implementation of the reporting system

General Secretary Xi Jinping once pointed out, “If we have such a big party, so many party organizations and party members, if they do their own things, do what they want, and don’t do anything if they don’t want to, then they will disperse.” It is an important institutional arrangement that unifies the will and actions of the whole party.

Chaoyang District Commission for Discipline Inspection and Supervision carried out classification and classification of the results of this supervision and inspection. For those who have not performed the leave report, in addition to requiring truthful reports to the organization and submitting information for future reference, the top leaders of the unit are also required to use the "first form" to criticize and educate them. For those leading cadres who failed to effectively perform the "one post and two responsibilities" that caused problems in their departments to leave Beijing without reporting, their units are also required to use the "first form" for criticism and education.

For units that lack relevant systems, Chaoyang District Commission for Discipline Inspection and Supervision issued a proposal, suggesting that units strictly implement higher-level requirements and establish relevant systems; for units that do not implement the system, a reminder letter will be issued to list corresponding problems and require rectification; The implementation of higher-level deployment was discounted, and the form was ignored. The units that caused many cadres to leave Beijing without reporting, required the holding of special democratic life meetings and seriously held the leadership responsibility.

Regarding this special inspection, the Chaoyang District Commission for Discipline Inspection made a special report to the Standing Committee of the District Committee. The District Committee attaches great importance to it and requires party committees (party groups) at all levels to draw inferences from one another, expand extensions, conduct self-examination and self-correction, and urge rectification. At the same time, in order to prevent the implementation of rectification and reform from becoming a mere formality, the District Commission for Discipline Inspection and Supervision has established a tracking and supervision mechanism to incorporate the problems found in the supervision into the list of issues of each unit, and "look back" on the rectification situation and find the problems to be re-stocked as a political ecological analysis of the whole district As an important reference for the assessment of the work of comprehensively and strictly governing the party, the party committees (party groups) at all levels are urged to give full play to the main responsibility of the party's supervision and promote the implementation of various systems.

The Disciplinary Inspection and Supervision Team of the Beijing Municipal Commission for Discipline Inspection and the Municipal Health Commission previously adopted a special project on the application of leave for 370 (971 person-times) cadres of the Municipal Health Commission and its directly affiliated units, the municipal hospital management center, and 19 municipal hospitals. The inspection found that individual leading cadres did not ask for leave when they left Beijing more frequently. To this end, the disciplinary inspection and supervision team and the Municipal Health Commission held a system-wide warning education conference to report the relevant situation. At the same time, the relevant competent departments are urged to make top-level planning, improve relevant systems in a timely manner, and more effectively regulate system implementation.

"Supervising the reporting and filing of leading cadres' departure from Beijing also requires innovative methods and means to further enhance the effectiveness of supervision." Zhuang Deshui suggested that technical means can be used to make travel reporting more convenient, avoiding layers of approval and cumbersome procedures. Affect travel efficiency and enhance the consciousness of system implementation.

In order to further strengthen and standardize the management of public officials going abroad (border) for private purposes, Changshu City has consolidated responsibilities with personnel, supervision, and closed-loop "three full coverage" layers, and tightened the system cage. The city clarifies that the scope of personnel management is for party members, cadres and public officials of the city’s administrative agencies, state-owned enterprises and institutions, and the type of certificate is “one passport, two passes”, and the party committee (party group) will give party members and public officials out of the country for private purposes. Implement "one thing, one batch" and further strict discipline. Dispatch the discipline inspection and supervision team to play the role of "personal supervision", through irregular special supervision, strengthen the full coverage of supervision, to investigate and promote management, and assist the party committee (party group) to regulate management. Adhere to the principle of "should be prepared, handed over and handed over, and should be reviewed and reviewed", and establish and improve hierarchical management, information review and accountability mechanisms. Carefully review the reported going abroad (border) for private matters, fully understand the applicant's political and work performance, and strictly control the approval procedures for public officials involved in important positions and special circumstances.

Zhuang Deshui believes that to ensure that the system is implemented, in addition to strengthening the main responsibility and strengthening daily supervision and management, it is also necessary to increase the consciousness of party members and cadres in observing organizational discipline and work discipline. "We must fully realize that this is an intangible discipline. Red line. Under the high-pressure anti-corruption situation, whether to report truthfully has become an important factor in measuring the behavior of party members and cadres."
