  According to the Ukrainian State News Agency, Kuleba held talks with the visiting German Foreign Minister Masi on the same day and exchanged views on the "Normandy model" four foreign ministers' meeting, local elections in eastern Ukraine, and the situation in Belarus. At the joint press conference held after the talks, Culiba thanked the foreign ministers of Germany and France for supporting Ukraine’s proposal to convene the four foreign ministers’ meeting, and said that Uzbekistan has enough reason to believe that the four foreign ministers’ meeting can be held.

  Mas said that four weeks have passed since the ceasefire was implemented in eastern Ukraine. This is an "encouraging signal". The purpose of his visit is to promote the progress of the Minsk peace talks.

  Regarding the situation in Belarus, Kuleba said that Belarus and Ukraine have a long border. An independent, democratic Belarus and a safe and friendly Belarusian border are very important to Ukraine.

  In April 2014, a large-scale conflict broke out between Uzbek government forces and civilian armed forces in the Donbass region of eastern Ukraine (including the Donetsk and Lugansk regions). With the mediation of the international community, the two parties to the conflict reached a ceasefire agreement in Minsk in September 2014 and February 2015 respectively. Since then, large-scale armed conflicts have been brought under control, but small-scale exchanges of fire have occurred from time to time.

  On July 22 this year, the tripartite contact group on Ukraine (Ukraine, Russia, and Organization for Security and Cooperation in Europe) held a video conference with representatives of civilian armed forces in the Donbass region. All parties unanimously decided to be in Donbass starting at 0:00 on July 27. The region implemented a complete ceasefire. Since the ceasefire, Uzbekistan has not reported any casualties.
