In January 2012, Liu Zhanjiang transferred to the Jinnan District City Appearance and Landscape Committee (now merged with other departments to form the District Urban Management Committee) as a member of the party group and deputy director.
When he first arrived at the District City Appearance and Landscape Committee, he kept on drinking and eating. Soon after, he was not satisfied with this kind of eating, drinking and playing. In his own words, once he grasped power in his hands as a "poor person", he fell into the abyss of corruption uncontrollably.
In February 2015, as soon as Liu Zhanjiang was in charge of the work of the Environmental Sanitation Institute, he called his wife and brother from his hometown to Tianjin, and under his instruction, he contracted the sweeping and security tasks in the Shuanggang area of Jinnan District. Without the knowledge of the sweepers, 700 to 800 yuan of wages per worker are deducted every month, which is close to a quarter of the workers’ labor income. At the same time, due to the relatively frequent movement of sweeping and security workers, Liu Zhanjiang colluded with his relatives to do some tricks: while concealing the resignation of workers, he sent people to receive full monthly wages. In this way, Liu Zhanjiang collected more than one million yuan in public funds through deductions and false reports.
From 2016 to 2017, a company under the Jinnan District City Appearance and Landscape Committee undertook a municipal project, responsible for on-site cleaning of a demolition site, which involved land leveling, garbage removal, and other illegal building demolition. The company happened to be in charge of Liu Zhanjiang, so he started with the idea of municipal engineering, made up several fictitious projects in the project, and directly collected millions of yuan in engineering grants.
In December 2018, after Liu Zhanjiang was transferred to the Changqing Office of Jinnan District as a member of the party committee and deputy director, he still missed the "money-making channel" he was familiar with. He was still planning how to do it until he was detained by the District Commission for Discipline Inspection. Continue to work on garbage removal.
After investigation
In July 2018, the Letters and Visits Office of the Jinnan District Commission for Discipline Inspection and Supervision received a number of reports reflecting Liu Zhanjiang, former member of the party group and deputy director of the District City Appearance and Garden Commission, covering various fields such as environmental sanitation and demolition.
After collective analysis and judgment, the Commission for Discipline Inspection of Jinnan District believes that the deduction of sanitation workers’ wages and the creation of false heads to eat “empty salaries” are highly detectable, and decided to set up a verification team to conduct preliminary verification of clues to related issues.
Due to the many and complex issues reflected in the report letter, after analyzing one by one, the staff of the verification team decided to start with the key point of deducting the salaries of sanitation workers, which involves the vital interests of the masses. Checking relevant accounts and obtaining relevant documentary evidence...Through external evidence collection, the verification team grasped some of Liu Zhanjiang's violations of discipline and law, and proceeded to file a case for review and investigation according to procedures. On July 16, 2019, Liu Zhanjiang was taken lien.
However, Liu Zhanjiang did not cooperate in the subsequent interrogation process.

In response to this, the review and investigation team increased the collection of objective evidence on the one hand, and on the other hand increased the depth of investigation of other persons involved in the case. Soon after, the review and investigators verified that Liu Zhanjiang was involved in embezzling public funds for designing a false project in the project in charge. At the same time, he was also suspected of soliciting bribes by selling counterfeit wine to his subordinate employees and management services.
"In 2018, when Liu Zhanjiang traveled abroad, he accidentally found that the local bulk liquor tasted very good, so he moved his mind. After returning to Tianjin, Liu Zhanjiang came up with such a method-buy back low-cost bulk liquor from other places. Packaged into Moutai, and then sold to subordinates and management service objects through hints and other methods." The reviewer said.
In the face of ironclad evidence, Liu Zhanjiang's attitude changed, and he finally explained his violation of discipline and law.
After the Liu Zhanjiang case occurred, the Changqing Office held a warning education meeting for the cadres and employees of the office and its subsidiaries of the Changqing Group to educate people around them, warn party members and cadres to use their powers cleanly, and create a clean and honest office environment.
Liu Zhanjiang's violations of discipline and law mainly occurred during his tenure in the former City Appearance and Landscape Commission of Jinnan District (now the District Urban Management Committee). Taking Liu Zhanjiang's case as a cut, the Jinnan District Urban Management Committee sorted out all engineering projects involving contracting and procurement since this year, determined and implemented the timetable for project bidding, procurement, and ensured that team meetings were held on time to collectively discuss decision-making. The district city management committee is mainly responsible for the leadership of the comrades to investigate and find out 18 clean government risk points, such as office supplies procurement and financial reimbursement, and rectify them at different levels.
