In the multifunctional centers of state and municipal services (MFC), it is now possible to register vehicles. The corresponding decree was signed by the head of the government Mikhail Mishustin.

As follows from the publication on the website of the Cabinet of Ministers, the vehicle registration service can be used in centers that have the necessary infrastructure to service motorists. The service will become available thanks to the involvement of employees of the Ministry of Internal Affairs to work on the territory of the MFC.

At the same time, interaction with employees of the Ministry of Internal Affairs will be only at the stage of inspection of the car. The MFC employees will accept the application and issue new documents.

"In general, the adopted resolution will simplify the state registration procedure, save time for vehicle owners and expand the range of services provided by the MFC," the government's website says.

Note that the Ministry of Internal Affairs proposed to allow the registration of transport in the centers of the MFC at the end of 2018. Subsequently, as part of the experiment, such services began to be provided by the MFC of Moscow and Tatarstan. In mid-2020, the Mayor's Office reported that more than 130 thousand cars were registered in the offices of My Documents.

Experts positively assessed the innovation, noting the wide availability of MFC centers. According to the director of the National Public Center for Traffic Safety Sergei Kanaev, people are well aware of the location of the MFC centers, the availability of which in practice is higher than at the registration points of the Ministry of Internal Affairs.

“Subsequently, I think, the registration points in the traffic police will outlive themselves. Because the MFC is much more convenient, and in this case we evaluate it only positively, "Kanaev said in an interview with RT, noting that the new system may have pitfalls.

“The main thing is to launch this system and test it. If there are any failures, accordingly, quickly fix everything, ”the expert stated.

Autoexpert Maksim Kadakov, editor-in-chief of Za Rulem magazine, also gave a positive assessment of the innovation. He added that in cities where it is difficult to get into the traffic police, any "additional window" for filing documents is a plus. At the same time, the expert had questions about the principle of organizing the work of the MFC, taking into account new tasks.

“We do not yet fully understand the mechanism of how it will work, because if we are told that the Ministry of Internal Affairs will work on the territory of the MFC, then we know perfectly well that in order to inspect the car, at least minimum conditions are needed, it is simply banal a playground, and ideally a covered playground, ”the expert continued.

He noted that in many large cities, the MFC centers can “stand alongside the“ Products ”store, where no site is provided.

“Therefore, it is necessary to understand whether all MFCs will be involved in this work, in which MFCs the vehicle will be inspected, and so on. That is, the idea is good, it is correct, but we need to see how all this will be implemented, ”Kadakov explained.

Car registration at dealerships

Since the beginning of 2020, a law has come into force, according to which Russian car dealers have the opportunity to provide services for registration of STS and the production of license plates. The new system assumes that the buyer of a car in the salon gets rid of the need to visit the traffic police on their own, having instead received the entire package of documents from the dealer.

At the same time, the new mechanism implies that in order to obtain permission to register a vehicle for a client, the dealer must enter a special register of the Ministry of Internal Affairs.

To do this, you need to provide the Ministry of Internal Affairs with a certain package of documents and add a specially trained employee to the staff who will inspect the purchased car right in the salon instead of the traffic police officer.

Currently, the traffic police website has published a register of organizations that have permission to register a car for a client. The list is posted on the official website of the department, where users can familiarize themselves with the names of dealerships, the car brands they work with, as well as data on the length of stay in the corresponding register.
