According to intelligence, Kim Yeo-jong, who holds the post of the first deputy department head of the Central Committee of the Korean Workers' Party, is now managing state affairs by the right of delegation. 

"The leader of the DPRK still retains the fullness of the supreme power, but it (the power) is gradually delegated," the South Korean intelligence agency concluded.

It is also noted that some of the powers, especially in the economic sphere, were transferred to the new Prime Minister Kim Dok Hoon and Deputy Chairman of the State Council Pak Bong Du.

On August 14, it was reported that the leader of the DPRK, Kim Jong-un, appointed Kim Dok Hoon as the country's new prime minister.
