Pablo Casado has taken advantage of the replacement of Cayetana Álvarez de Toledo by Cuca Gamarra to make other appointments, some of them with particular political significance, such as Ana Pastor as deputy secretary of Social Policy.

The most striking, however, is that of José Luis Martínez-Almeida, who joins the leadership of the PP in a newly created position, that of spokesman. The position raises the mayor of Madrid to position number three in the party's organization chart, behind the president and the general secretary, since it does not depend on any deputy secretary.

Until now, the function of party spokesperson had been developed by the Deputy Secretary of Communication, Pablo Montesinos . Faced with the strangeness that an institutional position such as the mayor of Madrid can suppose to occupy a position that by its nature is combative and not institutional, the president of the PP has recalled these days the precedent of another mayor, Alberto Ruiz-Gallardón, who after the Valencia Congress in 2008 was incorporated by Mariano Rajoy to the Steering Committee, provoking the angry reaction of Esperanza Aguirre.

Almeida has become one of the referents of the moderate PP in the forms, in the manner of that centrist Gallardón whom the moderate left also voted for.

Martínez Albiol, at the head of the Committee of Mayors

The second outstanding appointment is that of Xavier Martínez Albiol as head of a new body of the PP, which is the Committee of Mayors. The mayor of Badalona (Barcelona) is thus resurrected for national politics, after regaining the mayoralty for heading the most voted list, as the parties that governed in coalition did not agree after the resignation of the previous mayor.

The creation of this committee of mayors is linked to the battle of the municipalities against the Government for the management of the money from the surplus of the municipalities to face the needs of the coronavirus pandemic.

Juan Bravo , Minister of Finance of the Andalusian Government, for employment and pensions, joins the deputy secretary headed by Elvira Rodriguez ; and Milagros Marcos , in agriculture and depopulation.
