The Court of Accounts already had the Valencia City Council in its sights, but now it takes another step and asks to investigate its management for alleged irregularities in 2016 contracts , that is, shortly after the landing of Compromís and PSPV in the consistory that today the mayor Joan Ribó directs.

This is clear from a car to which EL MUNDO has had access that has been sent to the City Council, dated July 21, and in which it is confirmed that "the appointment of an Investigating Delegate has been proposed to the Government Commission" to investigate possible deficiencies in the City Council's hiring carried out in 2016.

Although in a report known earlier this year the Court of Auditors already warned of the splitting of contracts in the consistory in 2016, the order refers specifically to three contracts. They were already included in the Court's own audit report, for presenting "irregular billing" and "billing that did not conform to the contractual documentation, as these invoices were not accompanied by the required documentation," according to the order.

The Public Prosecutor's Office indicates that "being able to suppose in the face of the irregularities noticed a patrimonial impairment in public funds likely to generate accounting responsibility by scope", it requests the appointment of an examining delegate so that "he can carry out whatever steps are, in his opinion, necessary to find out and determine »the facts denounced and those responsible.

The PP has not been slow to echo this movement of the Court of Accounts. His spokesperson in the Valencia City Council, María José Catalá , has warned of the "seriousness" of the matter, to denounce once again the "abusive use of Ribó in hiring to finger". “We have been warning it from the beginning. We ask for greater rigor and that a contracting system be articulated where current legislation is complied with, ”he said.

According to the calculations of the 'popular', who have already said that they will transfer all the documentation they have, in the first six months of the year they have already exceeded 4 million euros in 584 "fingerprint" contracts , while in the year under suspicion (2016), this practice affected 96.8% of the contracts awarded.

In fact, the 'Audit report on minor contracting held by municipalities with more than 500,000 inhabitants, fiscal year 2016', which the Court of Auditors approved last December, concluded that large municipalities resort to fractioning to reduce the cost of contracts. Not only was Valencia targeted; also to Barcelona, ​​Madrid, Malaga and Zaragoza.

In the Valencian case, a total of 21 minor contracts were detected in 2016 -23% of those examined by the Court of Auditors- in which the development of actions of a necessary, repeated and foreseeable nature, or benefits, were separately awarded. of a similar nature that could serve a single purpose. In other words, contracts were divided, incurring splitting, and consequently avoiding public tender by fast track.

It should not be forgotten that minor contracts are those for an amount less than 50,000 euros in the case of works or 18,000 euros for other matters (not counting VAT), which can be awarded directly without the need to publish a tender so that several proposals are submitted.

For example, the Court of Auditors questioned two contracts awarded in two months to the same company for the supply of image and sound material for the Teatro El Musical in Valencia . In total, 22,080 euros which, had it not been split, would have required a negotiated contract without advertising.

Another case was that of two contracts to carry out work at the Benimaclet municipal public school , which were awarded in the near future to the same company for an accumulated amount of 69,826 euros. There was, therefore, no concurrence, which is why the application of the legally established award procedure was avoided, according to the Court of Accounts.
