  When I came to Banyan Village, Fifty Town, Huzhu Tuzu Autonomous County, Haidong City, Qinghai Province, my eyes suddenly opened up. "The village has moved to the side of the highway, so it's easy to enter the city!" The 80-year-old Lv Yourong smiled.

  Difficulty in traveling, drinking water, going to school, getting medical treatment, getting married... these "difficulties" have long plagued 129 villagers in the mountains of Banyan Village. In 2016, Qinghai Province included the fifth and sixth communities of Laobanyan Village in the relocation plan for poverty alleviation.

  On August 23, 2016, General Secretary Xi Jinping, who was inspecting in Qinghai, made a special trip to Banyan New Village under construction to inspect the house layout, ask about the construction progress, and talk cordially with the villagers.

  "The road hadn't hardened at that time, and the general secretary stepped into the village on mud." Su Jiangning, then the first secretary in the village, said.

  Now in Banyan New Village, natural gas is available, the street lights are on, and the villagers live in new houses.

  "Keep the quality and quantity, let the villagers move into their new homes"

  Walking into the new village, a huge group photo of General Secretary Xi Jinping and the villagers came into view.

  "When the General Secretary came, the main project of the relocation house in Banyan Village was basically completed, and the supporting facilities were being stepped up." Su Jiangning recalled, "The General Secretary was very concerned about the quality of the relocated house, the infrastructure of the new village, and the lives of the villagers after the relocation. It’s thoughtful to ask carefully while watching."

  In October 2015, Su Jiangning, who worked in the Qinghai Provincial Department of Land and Resources (now the Department of Natural Resources), came to Banyan Village as the first secretary.

  The fifth and sixth communities of Banyan Village are located in the depths of the mountain at an altitude of 2,700 meters, and water is the biggest problem. "Grandparents use wooden buckets to carry water for food, parents use poles to carry water for food, our generation uses donkeys for food, and we never dreamed of being able to eat tap water!" said villager Lu Youjin.

  "On that day, the general secretary came to our new village. I turned on the tap and put two buckets of tap water for the general secretary to see." Villager Lu Youzhang recalled. "The general secretary happily said that the new village has convenient water, electricity, and communications. I hope the villagers will live. The better you go."

  Afterwards, the general secretary came to Lu Youjin's new residence, looked through the poverty alleviation manual and the manual on precision management of poor households, and learned more about their plans for production, employment, and children's schooling after the relocation. Knowing that all the assistance projects have been implemented, the general secretary smiled.

  "The relocation project must be built well, and the quality and quantity of the villagers must be ensured to move into the new house." The general secretary said with heartfelt words.

  Knowing that the general secretary is coming, the villagers drove down from the mountain. Before they could wipe the sweat and rain off their faces, they clapped vigorously and greeted the general secretary loudly.

  The general secretary held the old man Lu Yourong's hand, and asked about the old man's physical condition with concern, and then said to the villagers around him: "I originally planned to go to the mountain to see you, but when it rains, the road is not easy, so I will come to Xincun to see you. ".

  "The general secretary's speech was cordial and simple, and the villagers surrounded him, it was lively!" Su Jiangning recalled.

  "It is necessary to fully seek the opinions of the farmers"

  "On the mountain are adobe houses. The houses are smoky and dark, with few decent pieces of furniture, and many houses are dilapidated houses. The villagers planted a few thin plots of land, relying on the sky to eat, and drinking water is difficult, not to mention. The farmland is watered." This is what Su Jiangning saw when he first arrived in Banyan Village.

  He and the poverty alleviation team quickly visited Mopai and established files for 732 poor people from 193 households in the village. "I have to visit 20 or 30 households every day, whether it is windy or rainy."

  Moving down the mountain is undoubtedly a good thing, but the villagers are worried. "The land is gone after we move down the mountain. What do we live on?" "The mountain is too far away from the mountain, and it is not convenient to plant the land." "My ancestors have been used to living in the mountains for generations, so I can't bear to go.

  Su Jiangning made a trip up the mountain, visiting each family.

  "On the day when the general secretary inspected the village, he said that the relocation of immigrants is an effective way to fight poverty. The relocation of immigrants must fully solicit the opinions of the farmers and let them participate in the planning of the new village." Su Jiangning said, "We elected villagers’ representatives for the project. Quality supervision; before choosing the house type, the village specially rented a bus to take the villagers out to observe, and the house type was decided by the villagers."

  The general secretary also emphasized that when everyone's life is settled down, all poverty alleviation measures must be kept up and production should be promoted. Su Jiangning told reporters that in accordance with the requirements of the general secretary, in order to make the villagers who moved down the mountain have something to do and make money, the village organizes everyone to participate in technical training, and one policy supports the development of the farming industry.

  57-year-old Lu Zhiwei moved down the mountain one year and got rid of poverty. "The subsidy for returning farmland to forests is 1,200 yuan per mu; the east of the village is unified planning the breeding area, and poor households can receive 5,400 yuan for poverty alleviation industry funds for raising pigs; photovoltaic power generation can receive a dividend of 2,500 yuan per household per year; my family transfers 18 mu of land every year There are also food subsidies!"

  Lu Zhiwei's son and daughter-in-law work in the provincial capital, earning 700 to 80 thousand yuan a year; his daughter graduated from college and became a lawyer; and his wife works in the village's Panxiu Garden, earning more than 7,000 yuan a year. Lu Zhiwei can't be idle either. He can earn 40,000 to 50,000 yuan a year by operating feed. He also served as the director of the Banyan New Village Affairs Management Committee, mainly responsible for helping villagers solve specific problems encountered in production and life.

  Su Jiangning and the poverty alleviation team also developed and strengthened the collective economy of the village through the establishment of a donkey breeding cooperative. "Donkey meat can be sold in restaurants, and skins can be sold in Shandong to make Ejiao."

  "Protection of ethnic, regional, cultural characteristics and styles"

  Next to the village committee is a traditional courtyard with the characteristics of the Tu nationality. This is the Panxiu Garden in Banyan Village. Pan embroidery is a national intangible cultural heritage, and now it has become a new industry for villagers to increase their income.

  “The general secretary emphasized during the inspection that the construction of new villages should be combined with the development of production and employment, with the improvement of basic public services, and with the protection of ethnic, regional, cultural characteristics and styles.” said Li Chengying, party branch secretary of Banyan Village.

  “Panxiu Garden was built by us with 3 million yuan of national targeted poverty alleviation funds. Women in the village can earn an average of 6,000 yuan per person per year, and at most 17,000 yuan a year.” Yuan, the current first secretary Guangping said.

  Yuan Guangping continued to work from term to term.

  The farmhouses are full of laughter, and the greenhouses are full of greenery... The village-level collective economic income was only 5,000 yuan in 2017 and reached 250,000 yuan in 2019. Only the wine workshop and the highland barley wine industry have driven 30 villagers to increase their income by 30,000 per household yuan.

  There are more ways to increase income, and everyone's enthusiasm is getting more and more.

  Lv Yourong's youngest son used the 160 acres of land to grow potatoes and loaned 400,000 yuan to farm on the hillside. Now there are more than 100 sheep and more than 60 cows, and he runs a farmhouse at home in the summer.

  "Thanks to Secretary Yuan's help, the loan went smoothly!" said Lv Yourong's daughter-in-law Yongqing. "This year's potato harvest has been 70 tons and sold for 70,000 yuan. A few cattle will be sold in a few days."

  In 2019, Lu Yourong's family was named a glorious household for poverty alleviation, and the prize received was an agricultural tricycle worth 19,000 yuan.

  At the end of 2017, Banyan Village was lifted out of poverty in advance. The average annual income of villagers has increased from 2,600 yuan in 2015 to 10,574 yuan in 2019. Yuan Guangping said, "The General Secretary has said more than once that happiness is the result of struggle. The changes in our Banyan Village have fully confirmed this."

  The general secretary is concerned about Banyan Village. At the end of September 2019, Niao Chengyun, deputy director of the Standing Committee of the Qinghai Provincial People's Congress and secretary of the Haidong Municipal Party Committee, came to Banyan Village to convey the cordial greetings and earnest expectations of the general secretary.

  "The general secretary encourages our grassroots poverty alleviation cadres and the villagers to continue to roll up their sleeves and work hard." Yuan Guangping said, "we can only live up to the general secretary's entrustment if we are not slacking and not relaxing!"

  "The experience of working in Banyan Village is precious." Su Jiangning said, "Although I have returned to work in the original unit, I will still try my best to continue to fight for poverty."
