"In Dagestan and Chechnya, 24 people are registered who consider themselves Chamalals, who are classified as the Andean peoples of the Caucasus and the Avar sub-ethnos," the RIA Novosti census media office reported.

They explained that the number of this people in the 19th century was at least 3889 people, and in 1967 there were more than 4 thousand.

In March, the Russian leader's press secretary, Dmitry Peskov, said that the amendment to the Russian Constitution, which introduces the concept of "state-forming people", does not infringe on the rights of national minorities. 

The amendments to the Constitution came into force on 4 July.
