  The Ministry of Ecology and Environment notified the analysis of the national water ecological environment situation in the first half of 2020:

  In the first half of 2020, among the 1940 nationally controlled sections of surface water in the country, 80.1% of water bodies with good water quality (Class Ⅰ-Ⅲ) were 80.1%, an increase of 5.6 percentage points year-on-year; the proportion of water bodies that lost use (below Class V) was 1.1%. A year-on-year decrease of 3.2 percentage points. There are 2,578 industrial parks at the provincial level and above where centralized sewage treatment facilities should be built in the country, of which 2,574 have been completed, with a completion rate of 99.84%.

  The delimitation of rural "thousand tons of people" (daily water supply of thousands of tons or more than 10,000 people) and township-level centralized drinking water source protection zones in the Yangtze River Economic Belt has been steadily advanced. As of June 25, 2020, there were 10,764 rural areas in the country. There are 9,344 water source protection areas delineated for thousands of tons and 10,000 people, accounting for 86.8% of the total; 10,089 township-level water sources in the Yangtze River Economic Zone, 7712 water source protection areas have been delimited, accounting for 76.4% of the total. The national water environment situation has improved overall, but the problem of unbalanced work and uncoordinated work is still prominent, and certain provinces are still under pressure to complete the 2020 tasks.

  In the first half of 2020, there is still a gap between the number of sections in Hubei Province from Category I to III and the number of sections inferior to Category V in three provinces including Liaoning, Shandong and Shaanxi.

  The water quality of 16 sections in 10 provinces (regions) across the country is deteriorating. Among them, there are 4 in Anhui Province, 2 in each of the 3 provinces (regions) of Shanxi, Inner Mongolia, and Yunnan, and 1 in each of the 6 provinces of Liaoning, Heilongjiang, Henan, Guangdong, Hainan and Shaanxi. In addition, the average concentration of total phosphorus in Lake Taihu increased by 15.2% year-on-year; the average concentration of chemical oxygen demand in Dianchi Lake increased by 6.3% year-on-year.

  In accordance with the relevant provisions of the "Measures for Monitoring and Early Warning of Water Environment Quality in the Yangtze River Basin (Trial)", there is a water quality early warning section in Anhui Province.

  Ningxia, Yunnan, Jiangxi and other three provinces (regions) "thousand tons of ten million people" water source protection zone delineation progress is relatively lagging behind. The delineation of township-level water source protection zones in the three provinces of the Yangtze River Economic Belt, including Yunnan, Jiangxi, and Hunan, is relatively lagging. Dalian City, Liaoning Province, reported that the construction of the Lingshui River’s black and odorous water body pipeline network that has been rectified and completed is unreasonable, and there are sewage leaks and the phenomenon of water returning to black and odor. Haikou City in Hainan Province reported that the black and odorous water body of the estuary stream had not been properly controlled and the pollution was not in place. The temporary sewage treatment facilities built were unable to function, and the water body was obviously black and odorous.

  The Ministry of Ecology and Environment requires that 2020 is the final year of building a well-off society in an all-round way, and also the final year of the fight against pollution.
