Fernando Grande-Marlaska has decided to fragment one of the strategic structures of the Ministry of the Interior, the one dedicated to cybersecurity and security in critical state infrastructures. With his decision he cedes cybersecurity powers, one of the current priorities in state security, to the National Police to the detriment of the Civil Guard.

As stated in the government order published this Wednesday in the BOE, Grande-Marlaska has decided to divide the National Center for Infrastructure Protection and Cybersecurity (CNPIC), born in 2007. The discomfort is enormous. Interior separates the CNPIC into two organizations: the National Center for Critical Infrastructure Protection and the Office for Cybernetic Coordination.

Until this date, and since its launch, both organizations were headed by a lieutenant colonel of the Civil Guard who will soon be promoted to colonel. Now, with the new structure, the CNPIC will continue to be in the hands of this colonel, but it will no longer have any competence in cybersecurity. Everything will pass into the hands of the Police, Commissioner Juan Carlos López Madera , who will be in charge of the Cybernetic Coordination Office.

The specialists consulted by this newspaper denounced the discomfort generated by the decision of the Ministry of Grande-Marlaska with an agency that was proving fully effective and in which the involvement of civil guards and police was first-rate and very valid in the fight. against cybercrime and protection of critical infrastructure.

Goodbye to the creation of Rubalcaba

According to these sources, the head of the Interior thus ends this historic body that Alfredo Pérez Rubalcaba started and whose powers in cybersecurity were expanded under the mandate of Juan Ignacio Zoido.

The intellectual author of this restructuring, which has caused a powerful malaise in the institution, is Police Commissioner José Antonio Rodríguez , the director of the Coordination and Studies Cabinet of the Secretary of State for Security, who is the one who has promoted this change. Precisely, the new organisms will depend on this Secretary of State.

This is not the only change that the Government has approved. The restructuring of the Ministry of the Interior also contemplates that the penitentiary powers no longer depend on the Secretary of State for Security, but directly on the Minister of the Interior. In other words, Grande-Marlaska is in charge of the penitentiary policy that affects ETA prisoners. Until now, the general secretariat of Penitentiary Institutions depended on the Secretary of State.

In addition, as contemplated by the order, within the scope of the General Directorate of the Police, the modification affects the Deputy Operative Directorate, on which the Operations and Digital Transformation Division, previously called the Central Operations Headquarters, will depend, and the that they are assigned functions in terms of coordination, management and supervision in the field of police operations and strategic planning in the area of ​​digital transformation.

A command for the borders

In the area of ​​the General Directorate of the Civil Guard, the most relevant change is the creation of the Border Command and Maritime Police, with organic level of general deputy director and in charge of a lieutenant general of the Civil Guard.

The current migratory situation, together with the Covid-19 pandemic and the foreseeable trend for a medium and long-term future of the migratory phenomenon, foresees that migratory flows will increase considerably, both in the Mediterranean and in the Atlantic, which is why Interior understands that it is necessary to unify into one the two coordination authorities that currently exist to deal with irregular immigration in the Canary Islands, in the area of ​​the Strait of Gibraltar and in the Alboran Sea.
