The "Notice" proposes to ensure the continuous expansion of the scale of internships this year and the next two years; vigorously recruit a batch of job internships so that the total number of internships in this year and next year is not less than the previous year; at the same time, instruct the intern units to appropriately increase the basic living expenses of the trainees. Strive to be no less than the local minimum wage.

  The "Notice" clarified that job probation is an employment preparation activity for organizing young people to practice on-the-job training. The trainees are college graduates who have not been employed within 2 years of leaving school and unemployed young people aged 16-24. The trainee period is 3 to 12 months. During this period, the trainee unit will provide basic living expenses and apply for personal accident insurance. Units that accept internships will be given employment internship subsidies in accordance with regulations. If the internship is interrupted due to the epidemic, the subsidy period will be extended accordingly.

  Localities must accurately grasp the connotation of the policy, formulate a list of internship policies, streamline application materials, and optimize the cashing process to ensure that the scale of internships continues to expand this year and the next two years, and maximize the role of employment internship in stabilizing and promoting employment.

  The "Notice" proposes to expand the scale of job recruitment. Make sufficient job reserves, and in accordance with the principle of diversified recruitment and equal emphasis on quantity and quality, vigorously recruit a number of job trainees, so that the total number of trainees in the next two years will not be lower than the previous year.

  It is necessary to enhance the attractiveness of jobs, and through policy incentives and active mining, recruit a group of modern service industries such as the Internet, finance, education and medical care, public management, and high-end manufacturing companies such as 5G, semiconductors, and new energy. Improve the quality of positions, recruit more management, technical, and scientific research positions, and make better use of college graduates and other young talents.

  The "Notice" emphasizes that the treatment of trainees must be guaranteed. We will provide full service for trainees, guide the signing of trainee agreements, help safeguard legitimate rights and interests, and strive to improve the quality of trainees. Encourage trainee units to retain personnel who have expired. Provide follow-up employment assistance to those who have not retained after the internship, continue to provide job information, career guidance and other services to promote employment as soon as possible. Guide trainee units to appropriately increase the basic living expenses of trainees, and strive to be no less than the local minimum wage. Encourage qualified places or employers to purchase additional insurance for trainees to improve the level of trainee protection.
