04 August 2020 "The implementation of the rules of the Constitution on the regional system intervened in a phase of great transformations, which also saw the implementation" of numerous reforms. "The foundations of the Republic were enriched by a political body that completed the realization of the principle of autonomy defined by the Constitution. A subjectivity appeared capable of achieving citizens' participation in democratic life in a more complete way". The President of the Republic Sergio Mattarella says this in the meeting with the regional presidents at the Quirinale on the fiftieth anniversary of the institution of the Regions with ordinary statute. 

"In these 50 years the Regions have established themselves as a fundamental component of the architecture of the Republic. The Regions have proved to be a strong element of cohesion of the Italian people". The President of the Republic Sergio Mattarella said this, recalling how art. 114 of the Constitution, remember that "The Republic is made up of Municipalities, Provinces, Metropolitan Cities, Regions and the State. 

" Precisely for this co-responsibility "in the structure of the Republic" Regions participate in the duty to carry out art. 2 and 3 of the Constitution. It is a collective task, which involves the whole Republic, as an authentic reading of art.118 also tells us where subsidiarity is indicated not only as a method but as a value ", adds Mattarella.

Recovery fund, Mattarella: an opportunity for historic revival for Italy 
"The EU has shown farsightedness and timeliness" with the Recovery fund but this, "as correctly interpreted", should be considered "not a passage of diligence to draw upon but an opportunity for historic revival for Italy". the President of the Republic Sergio Mattarella in the meeting with the presidents of the Region at the Quirinale.

Bonaccini: manifesto for Italy united from north to south
"The document we are presenting unites us all, from North to South, and beyond political affiliations. It is a manifesto that - in the 50th of the Regions with ordinary statutes - proposes a 'renewed Pact between the Regions' and some 'Proposals for Italy'. Ideas to improve the system of relations between the State and the Regions on which we will focus our efforts from the next few days ",

says Stefano Bonaccini, President of the Emilia-Romagna Region and of the Conference of the Regions, during the ceremony at the Quirinale with the President of the Republic Sergio Mattarella for the 50 of the ordinary statutes 

Bonaccini lists some of the proposals elaborated by the Regions in their manifesto
- the overcoming of a division of legislative powers between State and Regions based on criteria of opposition and mutual exclusion;   
- the complementarity between center and periphery leading to the ex ante sharing of common strategic objectives;   
- the centrality of the institutional cooperation venues and the concertation between the different institutional levels, starting from the Conference of the Regions and the autonomous Provinces, also with the constitutional recognition of the "system of Conferences ";   
- the need for a political pact which, also a t through the Recovery plan, allows to overcome the territorial gaps.   

"A manifesto of commitments - underlines Bonaccini - of which, Mr. President, we feel the responsibility: for the ambitious objectives that you propose in the face of the needs that our country lives. A path that is not only the demonstration that we shy away from celebratory temptation, but that we feel a common responsibility towards our regional communities and above all towards the national one we are part of ". 

Mattarella: avoiding state or regional centralism
In the document presented by the Regions, the concept of "modern and unitary conception of the system of territorial autonomies which eschews any state and regional centralism" is acceptable. This is what the President Sergio Mattarella underlined in a passage of his speech at the Quirinale meeting with the presidents of the Regions.
