He explained that "we are talking about giving a foreign citizen such a right only if the employer has received an unambiguous confirmation of his employment."

According to the Ministry of Internal Affairs, in Moscow, St. Petersburg, Yekaterinburg, Murmansk and Amur regions in July 2020, incidents of violation of public order by foreign citizens working in Russia are registered.

Medvedev said that this is "a reason for the leaders of these regions to think about it in order to take additional measures."

According to him, active work is already underway in the expert environment in connection with this issue. 

In June it became known that the Russian Interior Ministry was developing a new legal regime for long-term residence of migrants.

It was also reported that Moody's predicts an increase in migration within Russia due to the pandemic.
