"At night, the'mining thief' fixed the rope on the top of the mountain and climbed down, digging for the ore with a pickaxe and shovel. The ore fell down the mountain, and the people underneath used a wheelbarrow to transport it out." Around 2000, Beijing Miyun private digging phenomenon frequently occurs

"Background digging" frequent illegal mining and the price of iron ore soaring. Vicious groups such as Liu Xu began to "emerge" and monopolized the local ore purchase business for 15 years with criminal methods such as provoking troubles and gathering people to fight.

Vicious groups that started from "black mining" usually have "protective umbrellas" behind them. Individual cadres turn a blind eye, monitor and ignore, and whistle blows to encourage the arrogance of the evil forces.

Now in Nanxiangyu, chestnut trees are planted at the foot of the former mine. Without mining, the villagers' income is basically guaranteed. "When the market is good, one mu of chestnut income can be 2,000 yuan, more than twice the amount of grain grown before."

The Beijing iron mine is in Miyun, and the Miyun iron mine is in Kubei. Bulaotun Town, Taishitun Town and other areas located in the north of Miyun Reservoir are the most densely distributed areas of subway ore.

A few days ago, the reporter accompanied the Beijing Special Supervisory Team of the National Anti-criminal Office to conduct an on-site return visit to investigate the situation in the field of natural resources in Miyun. Even after the introduction, it is difficult to see the old mines and mining sites: the vegetation has long been restored, and the villagers planted chestnuts, sweet potatoes and other cash crops at the foot of the mountain. Only the high stone dams and fences at the bottom of the mountain were used to control "black mining". Physical barrier.

More than ten years ago, due to narrow employment channels, some local villagers frequently “relied on mountains to dig mountains”, which spawned evil gangs headed by Liu Xu, who monopolized ore trading by violence, and later established landscaping companies to wash away. "Transformation" has been entrenched for 15 years.

With the deployment of the nationwide anti-gang campaign, this gang was successfully eliminated. On July 30, 2020, the People’s Court of Miyun District of Beijing issued a first-instance verdict on crimes committed by Liu Xu and other evil forces gangs of 17 people and related crimes by Qin Erchuang and other 6 people, including the crime of gathering people to fight, provoking quarrels, and opening a casino , Liu Xu was sentenced to 20 years’ imprisonment for 4 counts of illegal mining, two years of deprivation of political rights, and a fine of RMB 3.1 million; for the crime of gathering people to fight, provoking trouble, opening a casino, illegal mining, and illegal detention The crimes were sentenced to 22 people including Li An and Cui Zhenghua in prison terms ranging from seven years to one year, as well as deprivation of political rights or fines.

As the capital's ecological conservation area and an important drinking water source base, Miyun District has carried out special treatment in the field of natural resources with the focus on eradicating evil and evil, and has adopted a series of powerful measures to protect the green waters and mountains and establish a long-term governance mechanism. The Beijing Special Supervision Team of the National Anti-criminal Office issued 200 questionnaires. 97% of local residents were very satisfied and satisfied with the effectiveness of Miyun's crackdown on crimes committed by the underworld and the management of chaos in the industry.

Cause chaos due to profit and evil

Bulaotun Town, located in the deep mountainous area of Miyun, is rich in iron ore resources and is not difficult to mine. Before 2000, the former Miyun County Bureau of Geology and Mineral Resources issued mining licenses to township enterprises and individuals to supply iron ore enterprises for production. Some unlicensed personnel began to engage in private digging and illegal mining activities due to narrow employment channels, gradually forming a considerable industrial chain.

"At night, the'mining thief' fixed the rope on the top of the mountain, climbed down, digging for the ore with a pickaxe and shovel, the ore fell down the mountain, and the people underneath used a wheelbarrow to transport it out." In the south of Bu Laotun Town. On the side of an old mine in Xiangyu, Wang Guofu, a first-level investigator of the Miyun Branch of the Beijing Municipal Commission of Planning and Self-government, pointed to the mine that has undergone ecological restoration and said, “The two can steal 1,000 kilograms a day, and the price of ore will follow the market. Thirty-five yuan per ton, 300 yuan per ton when expensive."

Around 2005, the price of iron ore rose, and Liu Xu's group began to "emerge". According to the police handling the case of the Miyun Public Security Bureau, the majority of the gang members were born in the 1980s. From 2005 to 2009, most of them committed violent crimes such as provoking troubles, gathering people to fight, and monopolizing the local ore purchase business.

In a case of provocation and provocation that occurred in 2007, the victim Zhu Moumou said that Liu Xu monopolized the iron ore trading in the Bulaotun area at that time and hired people to watch at various intersections. Iron ore could only be sold to Liu Xu at a low price. . Many witnesses confirmed this fact, and other witnesses said, "If you don't sell, you may have to fight."

In the early days of "entrenchment" in Taishitun Town, Liu Xu's criminal gangs caused conflicts and conflicts due to illegal mining.

In August 2007, Liu Xu, his younger brother Liu Shuo and others had a dispute with Zhu Moumou over illegal mining. Liu Xu instructed many people to rush to Zhu Moumou's house to chase Zhu Moumou and his family, and smash house glass and cars. . In February 2009, Liu Xu, Cai XX and others had a dispute over illegal mining, instructing gang member Zhao Hongcai to organize personnel to wound Cai XX and others in Perfume Yu, Bulaotun Town.

According to Liu Xu’s confession, in February 2009, he collected ore materials at Banchengzi Reservoir in the northern part of Miyun District. His subordinates said that Cai XX from Xiangshangyu Village was also collecting ore materials. Liu Xu asked his people to talk to Cai XX. Receiving materials from him, not letting him sell them elsewhere, and continue to control the ore materials in the Xiangyuyu area. However, after the two parties met, they quarreled without getting out of the car, and finally got involved.

Due to the wide range of resources in Miyun iron ore, around 2000, ant-moving "black mining" activities frequently emerged, and wheelbarrows, tricycles, vans and even disabled motorcycles were used.

Wang Guofu recounted an experience of fighting wits and courage with the "mining thieves". On a business trip to the countryside, Wang Guofu saw a truck driver pouring tires and brake pads with water. He stepped forward and asked what kind of cargo he was pulling. The driver said it was chicken manure. Wang Guofu glanced at the car and it was indeed chicken manure. However, the experienced man judged that the weight of a cart of chicken manure was far less than the weight of the tire to cool down. He decisively notified the inspection stations along the line. After inspection by law enforcement officers, he found iron ore covered by chicken manure.

In a report on the investigation of illegal land use, illegal construction, and illegal mining in two key villages, the Miyun Regulations Branch mentioned two cases, both of which were located in Jugezhuang Town, Miyun District. Public information shows that one of the two cases was the collective mountain farm of the Shachang Village Committee, which was assigned to the villagers for planting management in 1998. From 1998 to 2010, villagers used "small picks and shovel carts" to illegally use the mountain farms. Mining iron ore, the same situation also happened in Liushuyu, Shachang Village.

In response to private digging and illegal mining, since 2005, the former Miyun Land and Resources Bureau has successively established law enforcement teams, set up two law enforcement teams in Kunan and Kubei, and sent additional checkpoints to strengthen the supervision of mineral resources within its jurisdiction. In 2011, in response to the rampant problem of illegal mining of mineral resources, the former Miyun County government launched a joint special operation called "Operation Taishan", and illegal mining of mineral resources was effectively controlled.

In recent years, through the construction of a new countryside, the living conditions of farmers in Miyun, Beijing have been greatly improved. The picture is provided by the Propaganda Department of Miyun District Committee of Simatai New Village

"Black hand" is difficult to cut behind and "umbrella"

Why does "black mining" continue to be banned repeatedly? In the 2019 report of the Miyun Guizi Branch on gang-related issues and chaos, the reasons for illegal mining of mineral resources were analyzed.

The report pointed out that market prices are the main motivation for illegal mining of mineral resources. A small number of social workers are driven by profits and illegally mine when market prices are high; when the construction of key national, municipal, and district key projects requires a large amount of sand and gravel, there will be illegal mining. When the masses are rebuilding their houses, in order to save costs, there will be a small amount of illegal exploitation; natural disasters such as landslides and mudslides are prone to occur in the jurisdiction in summer. Some village collectives are unfamiliar with relevant laws and regulations and excessive exploitation occurs during post-disaster governance. Illegal behavior; abandoned mines left over from the illegal mining of mineral resources in the past have not been sorted out in time, and some people have the idea that they will not be found if they dig a little bit more.

For the Liu Xu evil gang case, the situation is more complicated.

The reporter noticed that Liu Xu’s evil gang involved 12 cases, of which 7 were gang crimes, and 4 of the 7 cases were related to illegal mining. In addition, from April to August 2013, in the land by the Qingshui River in Vineyard Village, Taishitun Township, contracted by Liu Xu, Yang and others excavated 6148.94 cubic meters of sand and gravel without authorization, worth 73780 yuan. Yang Moumou was sentenced to 2 years and 4 months in prison by the then Miyun County People's Court in 2013 for illegal mining crimes and the crime of creating disturbances. It was later discovered that Liu Xu participated in the case that year.

The Liu Xu group used violence and threats to buy ore in the Bulaotun area for many years, which aroused the attention of the case handling department. On April 2, the Miyun District Commission for Discipline Inspection and Supervision conducted a preliminary verification of clues transferred by relevant departments regarding the suspected dereliction of duty by relevant staff in Taishitun Township, and found that Liu Xu and Yang had been mining construction sand and gravel without authorization for several months. One problem.

On November 19, 2019, the Beijing Municipal Commission for Discipline Inspection and Supervision carried out an upgrade for the case of "opening the umbrella and breaking the net". The People's Procuratorate of Miyun District transferred relevant clues to the Supervisory Committee of the Beijing Municipal Commission for Discipline Inspection through the Municipal People's Procuratorate. At the same time, the Miyun District Commission for Discipline Inspection carried out investigation and handling of 11 clues of violations of discipline and law by public officials involved in the case, which were self-received and transmitted by the district public security branch, procuratorate, and court. Up to now, 6 public officials in the district have been filed for review.

The reporter combed through a number of crime-related crimes and found that the evil gangs that started from “black mining” usually have “protective umbrellas” behind them. Local government cadres and relevant functional departments ignore, supervise, and report information. To a certain extent, it has contributed to the arrogance of evil forces.

In 2019, the State Supervision Commission of the Central Commission for Discipline Inspection publicly exposed cases in which Li Yaobin and Yin Dongqing, former heads of the water administration supervision detachment of the Qingyuan Water Resources Bureau of Guangdong Province, acted as "protective umbrellas" for Chen Zhihui and Chen Xianjin's criminal organizations. The two knew that Chen Zhihui’s criminal gang had illegally quarried sand, transported and reselled river sand in the Beijiang River. Instead of investigating and punishing them in accordance with the law, they had long sheltered and condoned the criminal gang’s illegal pirates of river sand and violently squeezed out others. The former reported to him and downgraded the personnel who organized the illegal mining of river sand.

In a case in Yicheng City, Hubei Province, the Supervisory Committee of the Municipal Commission for Discipline Inspection dig deep into the "protective umbrella" behind the case of private digging and piracy. Two principals from the Yicheng Land and Resources Law Enforcement and Supervision Brigade and Banqiaodian Land and Resources Institute entered the investigators’ Sight. After preliminary verification, the Yicheng Commission for Discipline Inspection conducted an investigation on two people.

The "transformation" of the underworld and evil gangs to start companies and "whitewash" their identity, to a certain extent, brings difficulties to case investigation and "black money clearing up". After 2011, the Liu Xu group switched to a whitewashing transformation by establishing companies and contracting projects. Liu Shuo, a member of Liu Xu's gang, confessed that Beijing Stone Leaf Landscaping Engineering Co., Ltd., in which he was the legal representative and general manager, was established in 2017.

Long-term mechanism to guard "from black to green"

As one of the capital's ecological conservation areas and the location of Miyun Reservoir, the capital's "big water tank", protecting the green waters and mountains is the top priority of Miyun District. In recent years, Miyun District has promoted the intensification of special campaigns for the eradication of gangsters, and used it as a starting point to strictly control chaos in the field of natural resources, establish long-term mechanisms, and explore new grassroots governance measures.

In accordance with the implementation plan of the “Six Clearings”, the Miyun Branch Bureau reorganized the phenomenon of “black mining”, sorted out 40 sites that are prone to illegal mining of mineral resources, and organized and strengthened inspections and inspections for the above-mentioned sites. No illegal mining activities were found. While intensifying inspections and remediation efforts, local town governments have adopted "physical means" such as restricted traffic isolation barriers and walls to prevent illegal vehicles from entering.

According to Sun Leilei, the captain of the law enforcement team of the Miyun Regulation Bureau, since the launch of the special fight against evil and evil, the illegal exploitation of mineral resources has shown a cliff-like downward trend. From 2015 to 2017, 38 cases of illegal mining of mineral resources were filed for investigation and prosecuted, 9 cases were transferred to judicial organs; 155 letters and visits were received; 38 cases of mineral satellite films were investigated. From 2018 to 2020, 12 cases of illegal mining of mineral resources were filed and investigated, and 3 cases were transferred to the judicial authorities; 68 cases were received by letters and visits; 2 cases of mineral satellite films were investigated. After three years of severe crackdowns in the special campaign against gangsters and evil, the above figures have dropped by 68.4%, 66.7%, 56.1%, and 94.7% respectively. For the ecological restoration of abandoned mines, opinions at the town and village levels will be sought during the survey and design. At the same time, the restoration method will be determined in consideration of the surrounding environment and the development direction of the industry. Currently, walnuts, chestnuts and other trees are mainly planted.

In addition, the crime-related cases also exposed the problem of village cadres’ inadequate performance of their duties. In order to solve the problem of village (residential) supervision of the “last mile”, the Miyun District Commission for Discipline Inspection has initiated a pilot project for the supervision of the operation of “micropower” at the grassroots level in August 2019, forming a “five ones” micro-power supervision system, including one power A checklist, a set of power operation flowcharts, a team of disciplinary inspection and supervision liaison officers, a network supervision platform, and an integrity education "house". As a pilot area, Jugezhuang Town received a total of 14 petitions and reports in the first half of this year, a decrease of 78% year-on-year. The power at the grassroots level has become more standardized and transparent, and the relationship between officials and groups has become closer and harmonious.

On July 20th, the Beijing Special Supervision Team of the National Anti-criminal Office entered Miyun to carry out special supervision work. Pan Linzhu, secretary of the Miyun District Party Committee, introduced that since the launch of the special struggle against gangsters and evil, Miyun District has highlighted ten areas of special rectification and built a comprehensive governance system for gangsters and evils. Miyun has taken strong measures to protect water and ecology in Zhimi. The water quality of Miyun Reservoir has always maintained the surface water level II standard. The average concentration and decline of PM2.5 ranks first in the city. Miyun was rated as "National Ecological Civilization" by the Ministry of Ecology and Environment. Build a demonstration zone".

Nowadays, in Nanxiangyu, green chestnut trees are planted at the foot of the former mine. Without mining, the villagers' income is basically guaranteed. "When the market is good, one mu of chestnut income can be 2,000 yuan, more than twice the amount of grains grown before." Wang Guofu said. (Reporter Lu Chang)
