The Russian government has simplified the procedure for issuing benefits for children aged three to seven years, follows from the message of the Cabinet. The corresponding decree was signed by the head of the government Mikhail Mishustin. The new order will take effect from November 1, 2020.

“Now, to make payments, citizens will not have to provide documents containing information about alimony. Government agencies will themselves receive this information through the system of interdepartmental electronic interaction, "- said in a publication on the government's website.

Recall that monthly benefits for low-income families with children aged three to seven years were introduced by the decree of the President of Russia from January 1, 2020. Calculation of payments started on June 1 this year. The payment will be received by families whose incomes are less than one minimum subsistence level per person.

In accordance with the established procedure, the amount of payments is 50% of the regional subsistence minimum for children. Depending on the region, this amount is approximately 5.5 thousand rubles per child per month, the government notes.

Vladimir Putin came up with an initiative to introduce monthly payments for this category of Russian citizens during his message to the Federal Assembly on January 15, 2020.

In his speech, the President pointed to the circumstances as a result of which families that previously received payments from the state find themselves in a difficult situation when their children reach the age of three.

Putin noted that many parents have difficulty in caring for a child and combining it with work at a time when the children have not yet gone to school.

“You and I know very well from our children, from our grandchildren. Children at this age, as they say, get acquainted with viruses, often get sick. Mom can't go to work. In this regard, I propose to provide for monthly payments for children between the ages of three and seven, ”the President said.

Putin stressed that the procedure for obtaining these funds should be made as convenient and simple as possible for citizens.

“So that they can arrange everything without queues and barriers. Or remotely, through the appropriate state portal, ”the president explained.

In early March 2020, the Ministry of Labor announced the readiness of a unified payment procedure for low-income families with children aged three to seven years. The department emphasized that to assign funds to a family, it is enough to submit an application electronically. The rest of the package of documents, including information on family income, will be obtained through interagency cooperation.

The granting of benefits began on July 1 for a period of one year. At the same time, as previously noted in the ministry, accruals are made from January 1, 2020. This means that a family that submitted an application on July 1 also receives funds for the first six months of 2020, if the child is already three years old by January 1. If the child has reached this age in the period from January to June, then the funds are sent from the moment they reach three years before the payment is scheduled.

As the head of the Ministry of Labor Anton Kotyakov noted, for the first time the provision of a regional measure of social support was provided with technical and regulatory measures at the federal level.

“Thanks to this, a unified maximally simplified approach has been formed in making payments, regardless of the region in which the family lives,” the minister said.

From the message of the Ministry of Labor, it follows that the payment is due to families with a total of about 2 million children. According to the ministry, 136.4 billion rubles will be allocated for these purposes from the budgets of all levels.

We add that at the end of July, Mikhail Mishustin also announced plans to allocate 5 billion rubles to improve the living conditions of young families with children. According to the prime minister, we are talking about reimbursing 35% of the cost of housing to young families with children, primarily those with many children.

“A government decree has been signed, which allows them to use payments for the purchase and construction of housing not only economy, but also of a higher class,” added Mishustin.

The Prime Minister stressed that this measure will help solve the housing issue of more than 15 thousand young families.
