• Spain.The Autonomous Communities ask the Conference of Presidents for more weapons against the virus

The Lehendakari Íñigo Urkullu finally participates in the Conference of Presidents that is being held today at the Monastery of San Millán de la Cogolla , after having agreed to Pedro Sánchez on the deficit path and the debt capacity of the Basque institutions, such and as reported in a statement by the Government of the Basque Country.

The pact, which also includes the Provincial Councils , will be finalized at an upcoming meeting of the Mixed Concert Commission, as the Basque Executive has been demanding for weeks. Three days of discreet negotiations between the Basque Finance Minister and Minister María Jesús Montero, and between Urkullu himself and the Prime Minister, finally resulted in an agreement closed yesterday at the last minute and by virtue of which the Lehendakari changed his plans and accepted keep the appointment with the rest of the autonomous presidents.

Until yesterday, Urkullu maintained its decision not to attend the meeting, arguing the failure by the central government of the commitments made with the Basque Country, mainly to hold a meeting of the Mixed Commission of the Concert to define the debt and deficit capacity in which it may incur the Basque Country.

The Basque Country is not part of the general tax system and, consequently, its debt and deficit limits are agreed with the Executive on a bilateral basis and not within the Fiscal and Financial Policy Council like the rest of the autonomous regions.

With Urkullu present , the Conference of Presidents will now have only one empty chair, the one corresponding to the President of the Generalitat of Catalonia. Quim Torra has refused to participate in the meeting due to the epidemiological situation in Catalonia and the presence of King Felipe VI at the opening of the meeting.
