Data are still scarce regarding the outcomes of the meetings that the Moroccan authorities are conducting with the President of the Supreme State Council Khaled al-Mashri, and the Speaker of the Parliament in Tobruk Aqila Saleh, amid talk about initiatives to amend the Skhirat Agreement in line with recent developments.

Al-Mashri confirmed today, Tuesday, that the reference of the Libyan political agreement signed in Skhirat of Morocco is the basis for any political solution to the crisis in Libya.

Al-Mashri said - after a meeting with Moroccan Foreign Minister Nasser Bouraita - that all the initiatives that could be put forward to enhance the activation of the political agreement or its development in a way that does not contradict its working mechanisms are acceptable.

Al-Mashri’s visit to Morocco coincides with another visit by the Speaker of the House of Representatives Tobruk Aqila Saleh, who once again presented the terms of his initiative to resolve the crisis, indicating that it would be “acceptable to both the Libyans and the United Nations.”

Saleh said after meeting with the Speaker of the Moroccan House of Representatives, Habib Al-Maliki, that the Moroccan side promised to make every effort to support resolving the crisis situation in Libya.

The Skhirat Agreement and its amendment in line with the current stage are the subject of the talks that have been gathering since Monday, Khaled al-Mashri and Aqila Saleh with the Moroccan authorities.

Analysts and politicians believe that the trend of the international parties again to the political talks according to the provisions of the Skhirat Agreement indicates the exclusion of retired Major General Khalifa Hifter from the scene, after his bloody attack on the capital, Tripoli.


A Moroccan initiative The advisor to the President of the Wefaq Government for American Relations, Muhammad Al-Durrat, confirmed that there is a Moroccan initiative, coordinated by the United States, to invite Khaled al-Mashri and Aqila Saleh to hold consultative meetings on launching a political dialogue within the framework of the political agreement and the outputs of the Berlin meeting.

Al-Darrat added to Al-Jazeera Net that "the meetings were not direct between Al-Mashri and Saleh in Morocco, where the latter sought to present his previous initiative; trying with Sisi to dress her as a dress of a political initiative, and they failed in that."

Al-Darrat considered that there is agreement that any initiative outside the constitutional declaration, the political agreement and the outputs of the Berlin meeting will not be dealt with seriously by the international community.

Al-Darat asked: "If Al-Mashri represents the Supreme Council of State, one of the authorities authorized to amend the political agreement in accordance with its articles, then who is represented by Aqila Saleh? Especially since most members of the House of Representatives did not participate in any formal session for more than a year in Tobruk, and there is a group of members The council meets formally in Tripoli. "

Al-Darrat added that any political solution should not include the intrusion of elements seeking a coup against legitimacy and the restoration of totalitarian military rule by force, such as Khalifa Haftar, especially after his bloody aggression against Tripoli.

Reviving negotiations,
political analyst Abdullah Al-Kabeer explained that the United Nations Mission in Libya is trying again to revive the negotiating track between the House of Representatives and the Supreme Council of State, and considers that the political agreement is the basis for the solution.

The Kabir continued, "Certainly, the focus of the ongoing negotiations in Morocco is to amend some items in the political agreement and discuss them with the two parties, in addition to discussing the amendment of the provisions of the Aqeelah Saleh initiative to amend the political agreement."

Al-Kabeer stressed that the United States continues its efforts to return to negotiations and brandish sanctions, noting that international estimates do not indicate the imposition of a political solution except for the American pressure on some regional parties to stop the escalation.

In his statement to Al-Jazeera Net, Al-Kabeer believes that the continuous flow of arms indicates that the two main parties have anticipated the possibility of failed negotiations and ignited war fronts again.
