The growth of real pensions in Russia will be ensured until 2024. This was reported in the press service of the Ministry of Labor, explaining that the size of the indexation of pensions for non-working pensioners is determined by Federal Law No. 350-FZ.

“In 2021-2024, the indexation of payments will exceed the level of expected inflation. From January 1, 2021, pensions will be indexed by 6.3%, from January 1, 2022, by 5.9%, from January 1, 2023, by 5.6%, from January 1, 2024, by 5.5%, "the text cites RIA Novosti messages.

In subsequent years, pensions will grow due to an increase in budget revenues of the Pension Fund of Russia. This is evidenced by the calculations carried out by the Ministry of Labor.

"Which means not only the preservation, but also the growth of pensions of current and future pensioners," added the department.

On July 21, President Vladimir Putin signed a decree "On the national development goals of the Russian Federation for the period up to 2030". The main tasks for the next decade are: preservation of the population, health and well-being of people, opportunities for self-realization and development of talents, a comfortable and safe environment for life, decent, efficient work and successful entrepreneurship, as well as digital transformation.

Meanwhile, a number of media outlets reported that the document provides an opportunity to "freeze" the real pensions of Russians for 10 years.

In addition, on July 24, Izvestia published a joint letter to the Central Bank (CB) of two self-regulatory pension organizations (SRO) - ANPF and NAPF. They proposed introducing a pension tax deduction in Russia with a limit of up to 400 thousand rubles instead of the current 120 thousand rubles.

“Citizens who have decided to save up on their own for a future pension will be able to use it: they will have the right to return up to 52 thousand rubles annually from their voluntary contributions,” the text of the material said.

It is noted that such an innovation can help in stimulating citizens to independently accumulate an additional pension. As emphasized in the Central Bank, in order to discuss the initiative, an assessment of its potential is needed.

This year, inflation, I mean for 2019, inflation was just over 3%, and indexation was over 6%. This year, in 2020, we do not know what inflation will be, but the forecasted one was about 4%, and the indexation of pensions, which is expected in 2021, that is, based on the results of the 2020 economy, is 2.5-3 higher than inflation. %. The growth rate of insurance pensions until 2024 has been developed taking into account precisely the fact that inflation will be lower than the growth rate of pensions, ”the senator explained.

He emphasized that the reports that appeared about the "freezing" of pensions have no basis, if only because of the new norms adopted in the amendments to the Constitution of the Russian Federation. 

"This means that the legislators and the government do not have the opportunity to change this model, then it will be a non-constitutional norm," Ryazansky added.

In turn, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, called such publications stuffing, designed to cause excitement among the citizens of the Russian Federation.
