As stated in the message on the website of the Cabinet of Ministers, this applies to citizens who, until March 31, 2020, partially or fully paid for the tours. 

“Now such tourists will be offered an equivalent tour: the same transportation services, route, location of the hotel and its category, food,” the Cabinet of Ministers said.

It is indicated that the timing of the transfer of the trip will be determined by agreement of the parties, but the service must be provided no later than December 31, 2021. 

In case of an increase in the cost of the tour for new dates, tourists will not have to pay anything extra

The tour operator will have to send a notification to the travel agent or directly to the tourist about the possibility of transferring the trip within 60 days after the entry into force of the regulation.

In this case, the tourist will have the right to refuse to transfer the trip, in which case the tour operator will have to return the money to him by the end of 2021.

Earlier, Mishustin said that the government is developing a national project for the development of domestic tourism, it will be presented in the fall.
