The General Office of the National Health Commission recently issued the "Notice on Continued Management of the Clinical Application of Antimicrobial Drugs" (hereinafter referred to as the "Notice"). The "Notice" puts forward 14 specific requirements from six aspects, clarifying that general hospitals above the second level in various regions shall set up infectious disease departments in accordance with regulations; physicians who have not been trained by this institution and passed the assessment shall not be granted the right to prescribe antibacterial drugs; Tertiary general hospitals, infectious disease specialist hospitals, and a county-level hospital with a strong comprehensive strength within the county must have the ability to detect the new coronavirus nucleic acid.

  The “Notice” stated that the continuous improvement of the level of diagnosis and treatment of infectious diseases requires all regions to strengthen the construction of infectious diseases departments, and all regions must implement relevant requirements for strengthening the construction of infectious diseases departments. Before the end of 2020, an infectious ward or medical group will be established to treat bacterial and fungal infections as the main disease. The ability to treat major bacterial and fungal infectious diseases and the management of clinical application of antibacterial drugs shall be an important part of the construction of the infectious disease department.

  The "Notice" requires to improve the ability of sensory control management. All localities should promote the overall deployment of infection prevention and control and the management of clinical application of antimicrobial drugs in medical institutions, and continue to increase investment in infection prevention and control. Medical institutions should strengthen the capacity building of the sensory control department, highlight the functional positioning of business management and professional technical services, and the sensory control personnel should have knowledge of infectious diseases. It is necessary to implement the training requirements for all staff in sensory control, and incorporate relevant knowledge such as clinical application management of antimicrobial drugs into the training content.

  The "Notice" requires strengthening the construction of clinical testing laboratories. All localities should further strengthen the construction of clinical testing laboratories in combination with the prevention and control of the new crown pneumonia epidemic. Tertiary general hospitals, infectious disease hospitals, and a county-level hospital with strong comprehensive strength in the county must have the ability to detect new coronavirus nucleic acid; other second-level and above hospitals gradually meet the conditions for conducting new coronavirus nucleic acid testing. On the basis of carrying out nucleic acid testing, expand the scope of common viral infection serological testing items, improve the comprehensive ability of pathogenic diagnosis, and do a good job in biosafety management.

  The "Notice" emphasizes the strengthening of training and assessment of prescription rights. Second-level and higher hospitals must strictly implement the requirements of the "Administrative Measures for the Clinical Application of Antimicrobial Drugs", and regularly train physicians and pharmacists on the clinical application knowledge and standardized management of antimicrobial drugs. Physicians who have not been trained and qualified by this institution shall not be granted the right to prescribe antibacterial drugs. The hospital shall not grant corresponding prescription authority solely based on the doctor's professional title. The administrative department of health and health shall, in conjunction with the assessment of rational drug use by medical institutions, further standardize the grant and management of antimicrobial prescription rights, and supervise the implementation of the work.
