At present, low-risk areas are allowed to host sports events with a scale of less than 500 people (including organization service guarantee personnel and spectators), and sports events with a scale of more than 500 people must be reviewed and evaluated by the local government and the epidemic prevention and control leadership mechanism. Except for important events such as the Beijing Winter Olympics test competition, in principle, no other international sports events will be held.
Yang Haibin revealed that according to statistics, as of mid-July, more than 1,000 sports and fitness venues in the city continued to open for operation. From the perspective of continuous operation, the city's sports and fitness venues are operating well as a whole, and no related cases have occurred.
In order to do a good job in epidemic prevention and control and sports fitness services during the three-level emergency response, and to further promote the safe and orderly opening of sports and fitness venues, the Beijing Municipal Bureau of Sports has studied and revised the "Beijing Sports and Fitness Places During the Third-level Emergency Response to the Novel Coronavirus Pneumonia Epidemic" Guidelines for Open Prevention and Control. Refine and improve basic prevention and control requirements. The first is to strictly implement the reservation flow restriction measures. The opening of sports and fitness venues should adhere to the appointment current limit mode, and all fitness venues should be opened according to 50% current limit; the second is to strictly implement cleaning and disinfection measures. Strictly implement environmental cleaning and disinfection regulations, focusing on strict implementation of regular disinfection measures for enclosed fitness places, toilets, and public showers. Insist on "one customer, one use, one disinfection" for public fitness equipment and facilities, and public goods; the third is to do a good job in personnel inspection and health management. It is required to strictly implement a health inspection system for practitioners and fitness personnel, and implement a "green code" access system. Those who refuse to accept scan codes, temperature tests, or abnormal body temperatures, or those associated with high-risk areas should refuse admission.
Clarify the opening requirements for swimming and underground sports and fitness venues. First, before the opening of swimming venues and underground sports and fitness venues, all preparations must be fully prepared, the relevant national and municipal standards and requirements must be strictly implemented, and the safety inspection of environmental sanitation, water, electricity and other facilities and equipment must be done. And the cleaning and disinfection of centralized air conditioning and ventilation systems; second, swimming venues must strictly implement national health standards to ensure that the water quality is sanitary. The hazardous chemicals and disinfectants used and stored in swimming pools and other fitness places must strictly implement the "separate storage and management by dedicated personnel" regulations.
Yang Haibin pointed out that the crowds of sports events are crowded and the differences are large, and the project characteristics, scale, venue, personnel and other factors should be fully considered to formulate epidemic prevention and control plans and plans. Competition registration: The reservation system and online registration are implemented for the registration of the competition. The organizer shall conduct risk assessment and real-name management of all participants. On the day of the competition, athletes from high- and medium-risk areas must provide a certificate of negative nucleic acid test within 7 days; for events held in a "competition system" and closed-managed management, participating athletes must provide nucleic acid testing within 48 hours Proof of negative results.
Attendance management: During the epidemic, sports events will be managed in empty venues in principle. Under the premise of strictly controlling the scale of the event and implementing epidemic prevention measures, if it is necessary to watch the game, the audience attendance rate of indoor venues should be controlled within 30% per game, and the audience attendance rate of outdoor venues should be controlled within 50% per game. Emergency response: First, establish an emergency communication mechanism.
